The professional cadre that lets Karnataka be its own intelligent client.

F.1 Purpose

This Appendix defines the Karnataka Project Delivery Cadre — the professional cadre that lets the state plan, supervise, and deliver public works and services in-house with the discipline of a competent client (Vol I Ch 5). Seven roles, a training pathway, a certification regime, and a published career progression.

Planner — Project scheduling tools; dependency mapping; earned-value methods; forecast re-baselining.

Quantity Surveyor — Measurement & estimation; valuation discipline; Stop-the-line application; measurement-book maintenance.

Quality Lead — Test design; independent lab coordination; defect-liability management; lessons-learned capture & publication.

Role — Year-1 target — Source pool

Sponsor — ≈ 60 — Existing senior officers, certified through accelerated programme.

Project Manager — ≈ 250 — Mix of internal promotions + external lateral hires.

Commercial Manager — ≈ 120 — External lateral + KPPP-experienced internal pool.

Risk Manager — ≈ 90 — External lateral + audit-experienced internal pool.

Planner — ≈ 80 — Engineering and ICT background pool.
