A.1 Purpose
This Appendix is the canonical definition of every headline KPI named in Volumes I, II, and III of the manifesto. A KPI without an entry here is not a commitment; a KPI cited in a chapter must match its entry here field for field. Every published dashboard reads from this Dictionary.
Per the standard sheet template (Vol III App H Education): each KPI has a name, a definition, a unit, a current baseline (with source where data exists), a target trajectory across the three manifesto phases (Foundations / Build-out / Consolidation), an audit frequency, and the data source that makes it measurable from the Open Ledger or the operating spine.
v1.1 (this document) covers every headline KPI of every Vol I, Vol II, and Vol III narrative chapter — full coverage. v1.2 (planned) adds the sub-KPIs cited inside the 236 Program Design Sheets in Vol III App H. v2.0 is the audited, citizen-verifiable version that ships with the first edition of the People’s Dashboard.
A.2 Definition format
Each KPI carries: ID (Ch.N), Name, Unit, Baseline (Karnataka), Foundations target (Year 1), Build-out target (Years 2–5), Consolidation target (Years 5–10), Audit frequency, Data source. Tables are landscape for readability. KPIs marked (new) have no Karnataka baseline today — establishing the baseline is itself a Foundations action.
A.3 Naming convention
KPI identifiers use the format `KPI-V.N` where V is the volume + chapter (e.g. 7 for Vol II Ch 7) and N is the per-chapter sequence (1–6 for chapter headline KPIs). So `KPI-7.1` is the first headline KPI of Vol II Chapter 7 (Education). Vol III chapter KPIs follow the same pattern (19.1, 20.1, etc.).

Owner: Karnataka State Statistics Department, jointly with the Citizen Data Trust.
Amendment process: any KPI change is a versioned amendment with effective-from date, published on the Open Ledger Bulletin.
Independence: the State Statistics Department certifies the integrity of the data feeding each KPI; the Citizen Data Trust independently audits the integrity of the certification.
Citizen access: every KPI here is queryable in plain language from the People’s App; the underlying dataset is downloadable in machine-readable form under open licence.
