Where this chapter sits

Chapter 11 embeds climate resilience as a working discipline across every department of the Karnataka state — not as an environmental ministry’s isolated remit. The 18 program design sheets that operationalise this chapter live in Vol III Appendix H, sheets H.073–H.090. Convergence with Chs 9 (Cities), 10 (Agriculture), 13 (Rural) is explicit.

11.1 Problem Snapshot

Climate change is not a future problem for Karnataka. It is already a budget problem. Floods in Bengaluru and the coastal belt; droughts in the Bayaluseeme dryland districts; heatwaves in north Karnataka; the malnad and Western Ghats under deforestation, landslide, and biodiversity loss; rising air pollution in tier-1 and tier-2 cities.

Karnataka sits across five distinct agro-ecological zones — the malnad evergreen Western Ghats belt; the coastal monsoon belt; the bayaluseeme central dryland plateau; the eastern dry zone bordering Andhra Pradesh and Telangana; and the urban-industrial agglomerations led by Bengaluru. Each zone faces a different climate signature and a different rebound profile from the same global pattern. A statewide environment policy that does not differentiate by zone is the same as no policy at all.

The cost is already visible in the budget. Karnataka has spent meaningful disaster-relief outlays in five of the last seven years — Kodagu landslides, Belagavi floods, Mahadayi basin disputes, north Karnataka drought, and consecutive Bengaluru monsoon waterlogging events. The avoided-cost calculation for climate resilience is no longer hypothetical; it is a line item the state already pays. The chapter’s commitment is to convert reactive spend into structural spend on a published trajectory.

Without climate resilience, every development rupee is spent twice — once to build, once to rebuild.

11.2 People’s Model Blueprint

Karnataka treats climate resilience as a cross-departmental operating discipline.

Five operating commitments

Each commitment is operationalised by a published instrument: the District Climate Risk Plan template (every district publishes annually), the Water Security Mission Charter (watershed + recharge + reuse), the Karnataka Clean Energy Transition Plan (rooftop solar, EV charging, energy-efficiency retrofit), the State Sensor Network Specification (air, water, industrial), and the Disaster Response Protocol (Mission Control 24/7 engine). All five live in Vol III Appendix H sheets H.073–H.090.

Governance

Sensor placement is not aspirational. The State Sensor Network Specification mandates at least one continuous-monitoring air-quality station per district by Year 3 with 95 percent uptime, real-time water-quality monitoring on every river crossing and major tank by Year 5, and continuous industrial-emission monitoring at every red-category industrial estate from Year 2 onwards. Sensor data flows directly to the Karnataka Open Data Portal with a publication cadence that does not depend on departmental sign-off.

Polluter-pays is structural. Penalties from environmental-crime enforcement, industrial-emission violations, and water-quality infractions feed a ring-fenced fund that finances sensor maintenance, cleanup operations, and the Karnataka State Pollution Control Board’s technical staffing. The fund’s annual statement publishes alongside the Outcome Budget; no penalty proceed enters the general consolidated fund and is therefore lost to general expenditure.

11.3 How it Works (key workflows)

Risk planning loop

Map at the district level → prioritise by exposure × vulnerability × consequence → budget under the climate cross-cut → execute through the relevant department → verify with monitoring → revise the plan annually with public input.

Pollution loop

Real-time monitoring (air, water, industrial outflow) → automatic alert into Mission Control and the Karnataka State Pollution Control Board → enforcement under existing law → penalty published; penalty proceeds ring-fenced for monitoring and cleanup.

Water loop

Watershed works and recharge structures planned at the taluk level → executed via the Works Corps (Vol I Ch 5) → groundwater monitoring published per block → lake rejuvenation managed by the Lake and Watershed Authority (Vol II Ch 9).

Energy-efficiency loop

Audit of a state asset class (government buildings, streetlights, pumps) → retrofit plan → execution → savings tracking on the Open Ledger so the payback is visible.

Architectural integration — environment monitoring on the cryptographic floor

Air quality readings, water quality readings, environmental-crime case files, and the Public Dustbin Network’s ticketing all flow through the Karnataka State Service Log (KSSL, Vol I Ch 2). Sensor data is anchored at source so post-hoc adjustments to readings are mathematically detectable.

Sensor security under CSOC

The Karnataka Cyber Security Operations Centre (CSOC, App H sheet H.231) maintains audit access to the environmental sensor network. Vendor-diversity requirements apply — no single sensor vendor controls more than a defined share of the network. Software Bill of Materials mandatory for every sensor type.

Environmental Crime Act case files anchored to KSSL

Cases filed under the Karnataka Environmental Crime Act (App I — referenced from this chapter) generate case files anchored to KSSL: evidence (photos, sensor logs, witness statements), procedural milestones, hearings, judgments. The custody chain for evidence is cryptographically traceable.

Public Open Data Portal coverage

Air-quality, water-quality, deforestation indices, ground-water tables, and crime-action time-series publish on the Karnataka Open Data Portal (App H sheet H.233). Civil-society parties have standing to bring suit on persistent non-publication or publication-cadence violations.

District Climate Risk Plan publication loop

District Climate Risk Plan template prescribed by the State → district team maps hazards specific to the district’s agro-ecological zone (heat, flood, landslide, drought, cyclone exposure, vector-borne disease shift) → assets and population vulnerability overlaid → prioritised action list with costed interventions → Plan published on the Karnataka Open Data Portal in May of each year before the southwest monsoon → mid-year review on Mission Control → annual outcome reconciliation. The Plan is the binding planning instrument; departmental programmes route through the Plan, not around it.

Lake and watershed rejuvenation loop

Lake and Watershed Authority (Vol II Ch 9) holds the integrated lake/watershed plan → priority list scored by hydrological condition, encroachment status, and citizen-petition demand → Works Corps district unit executes restoration on a published milestone schedule → milestone evidence (before-after imagery, water-quality readings, biodiversity surveys) published on the Open Ledger → rejuvenated lake transferred to a published maintenance owner with a permanent maintenance allocation. Lake rejuvenation does not end at the ribbon-cutting; the Maintain step is funded for the life of the asset.

Forest-loss detection-and-response loop

Satellite-derived forest-loss alerts ingested into Mission Control via state-procured imagery → AI flag corroborated by Forest Department field verification within 48 hours of alert → enforcement action under Karnataka Forest Act and Environmental Crime Act → restoration plan published on the Open Ledger for verified forest-loss events → restoration outcomes tracked annually. Median detection latency target of 24 hours by Year 3 and 6 hours by Year 5 covers both Western Ghats deforestation and dryland tree-cover loss.

11.4 Program Catalog (what we will actually do)

The Program Catalog enumerates every named programme this chapter funds. Detailed budgets, delivery agencies, evaluation criteria, and SLA tables live in Vol III Appendix H sheets H.073–H.090.

District Climate Risk Plans

A statutory annual planning instrument for every district, mapping hazards by agro-ecological zone, vulnerable populations, exposed assets, and prioritised actions. Operating cost ~₹40 lakh per district per year inclusive of GIS / hydrological consultancy and the District Climate Cell’s standing staffing.

State Sensor Network (Air, Water, Industrial)

A standing continuous-monitoring network for air quality (district stations + Bengaluru ward stations), water quality (river crossings, tanks, lakes, industrial outflows), and industrial emissions (every red-category estate). Vendor-diversity rule prevents single-vendor concentration above a published share. Sensor firmware is open-source under the Karnataka State Digital Infrastructure Act. Operating cost roughly ₹100 crore per year at steady-state.

Water Security Mission

A statewide rainwater-harvesting, watershed-works, and reuse mission, executed by the Karnataka State Works Corps under taluk-level plans coordinated by the Lake and Watershed Authority. Groundwater monitoring published per block; wastewater-reuse capacity built into urban and industrial water demand by Year 5. Roughly 12,000 watershed structures and 4,500 tank-rejuvenation projects across the ten-year horizon.

Karnataka Clean Energy Transition

Rooftop solar across state-owned buildings (10 GW by Year 5), EV charging network (12,000 chargers by Year 5 across cities and highways), energy-efficiency retrofit of streetlights and pumps (60 percent of streetlights LED by Year 5; agricultural pumps on solar by Year 5 in priority blocks). Performance-payment model for the largest retrofits ties contractor payment to measured savings.

Karnataka Environmental Crime Act Enforcement

A medium-scope public-spaces enforcement framework for littering, illegal dumping, plastic burning, public urination, and public spitting in restricted areas. Detection through the Vol II Ch 9 Sec. 9.6.8 CCTV stack and Sec. 9.6.11 Dustbin Network. Three-layer detection: AI flag → human review → constable verification. All challans on Open Ledger; appeals through the Grievance Justice Authority.

Polluter-pays Ring-fenced Fund

A statutory fund receiving penalty proceeds from environmental-crime, industrial-emission, and water-quality violations. Fund balance, inflows, and outflows publish quarterly on the Open Ledger. Outflows finance sensor maintenance, cleanup operations, and Karnataka State Pollution Control Board technical staffing. No proceed enters the general consolidated fund.

Disaster Response Capability

A standing 24/7 disaster-response engine under Mission Control with named District Disaster Response Coordinators, pre-positioned equipment caches at strategic blocks, and a published Standard Response Protocol per disaster type. Response activation, milestone delivery, and post-disaster restoration costs publish on the Open Ledger.

Forest and Biodiversity Protection

Satellite-derived forest-loss alert ingestion, AI-flag verification, restoration-plan publication, and Forest Department enforcement under the Karnataka Forest Act. Western Ghats specific commitments cover landslide-prone-zone restoration, biodiversity-corridor maintenance, and indigenous-community-led restoration partnerships.

11.5 Finance & Accountability

Total annual outlay tied to this chapter is projected at ₹4,500–5,500 crore at Year 3 steady-state, of which roughly 35 percent funds the Water Security Mission and lake/watershed rejuvenation, 25 percent funds the State Sensor Network and Mission Control disaster engine, 20 percent funds Clean Energy Transition retrofit programmes, 10 percent funds Forest and Biodiversity Protection, and the remaining 10 percent funds District Climate Cells, Environmental Crime Act enforcement infrastructure, and the Polluter-pays Ring-fenced Fund administration. The Year 5 outlay is projected at ₹7,500–9,000 crore as Clean Energy retrofits scale and the Sensor Network reaches statewide steady-state.

Avoided disaster-loss is the structural fiscal case. Karnataka’s reactive disaster-relief outlay across the last seven years averages roughly ₹3,800 crore per year against highly variable severity. A meaningful share of that reactive outlay is structurally avoidable through resilient infrastructure design, watershed integrity, and pre-positioned disaster response. The chapter’s spend converts reactive relief into structural prevention on a published trajectory.

11.6 KPIs & Public Dashboards

Six headline KPIs for Environmental Resilience & Climate Justice, each measurable from the state sensor network, the Karnataka Environmental Crime Act case-management system, and the Karnataka Open Data Portal. Each KPI’s definition, unit, source dataset, and audit frequency is published in Vol III Appendix A (Sector KPI Dictionary).

11.6.1 The Karnataka Environmental Crime Act — citizen-facing environment enforcement

The Environmental Crime Act applies the People’s Model’s surveillance + enforcement stack (Vol II Ch 9 Sec. 9.6.8 CCTV + Sec. 9.6.11 Dustbin Network) to a defined set of environmental offences against citizens-in-public-spaces. The Act is narrow by design: medium scope only, not a catch-all. Wider environmental violations stay under existing law (Air Act 1981, Water Act 1974, Environment Protection Act 1986) which is the canonical regulatory framework for industrial and large-scale pollution.

Scope — medium, by deliberate choice

Offences within the Act: littering in public spaces; illegal dumping of household, commercial, or construction waste in unauthorised locations; plastic burning in public; public urination outside designated facilities; public spitting in restricted public areas (transit nodes, government buildings, food markets, hospitals, educational institutions). Offences NOT in this Act: vehicle pollution beyond emission limits, encroachment of public spaces, industrial air/water emissions, deforestation, construction-debris management by builders — these remain under the existing regulatory framework or under other sector chapters.

Penalty structure mirrors the Dustbin Network framing

First few offences within a 24-month rolling window are monetary fines under Karnataka Environmental Crime Rules — non-regressive calibration ensures the option to pay (or to opt for community-service hours instead) always exists. After a published threshold count, repeated offences escalate to punishment — citizen chooses between community-service hours OR lockup time in hours-to-days. Both AI-monitored under the Karnataka Custody and Community-Service Surveillance Act. Judicial discretion preserved.

Enforcement and appeal

Three-layer detection from the Sec. 9.6.8 + Sec. 9.6.11 stack: AI flag → human review → constable verification → challan. Citizen-reported challans get an extra appeal step because of harassment risk. All challans on Open Ledger. Appeals route through the Grievance Justice Authority. Body-cam footage from constables issuing Env Crime Act challans falls under the same 30-day rolling retention rule with custody-transfer to the Justice Department Electronic Evidence Vault upon court admission (Vol II Ch 12).

Application timing and Learning State integration

The Act activates per ward in the first 12 months only after the Deep Clean window closes there (Vol II Ch 9 Sec. 9.6.5). From end of Year 2, the Act applies state-wide. Civic-sense education runs through every layer of the Learning State (Vol II Ch 7 Sec. 7.4) — Karnataka Public Broadcaster (Sec. 7.4.2), mandatory community-service hours (Sec. 7.4.9), formal-curriculum civic-responsibility module from class 5, and public-space signage at every dustbin and public-space entry. Compliance is generational, not imposed.

Anti-capture safeguards

Act’s penalty escalation thresholds + fine amounts are set by Karnataka Environmental Crime Rules through legislative appropriation, not by executive notification — to prevent rule-tampering by any future government. AI-detection categories under this Act are a closed published list; new categories require approval from Citizen Data Trust + Karnataka CCTV Authority (Sec. 9.6.8). Harassment-risk safeguards apply to citizen-reported challans. Quarterly publication of enforcement statistics by ward + offence category on Open Ledger.

Connection to The Learning State. Per Vol II Ch 7 Sec. 7.4.1, parks, lakefronts, and forest-edge open spaces gain permanent ecology and biodiversity exhibits, water-quality dashboards visible on-site, and scheduled environment-education programming. Climate-and-water research from KAI (Sec. 7.4.8) and district-level environmental-science programmes from DHEC (Sec. 7.4.7) feed Environment-sector dashboards, KPB programming (Sec. 7.4.2), and citizen-facing content in district museums focused on natural history and ecology (Sec. 7.4.6).

Citizen surface — JANATA role view

Per Vol III Ch 22 Sec. 22.0a, Environment-sector interactions surface through two role-cards: Resident (air-quality + water-quality dashboard for your ward, drinking-water-test results, lake-health status nearby) and Reporter (photo-tagged pollution complaint, illegal-dumping report, tree-cutting alert) with case-tracking through to closure.

Cryptographic anti-capture floor for environmental data. Sensor data, environmental-crime case files, and dustbin-network tickets anchored through KSSL — sensor readings cannot be post-hoc adjusted by departments. CSOC monitors the sensor network’s security; vendor diversity is mandatory; the open-source mandate keeps the sensor firmware inspectable. Civil-society standing on non-publication of air/water/forest time-series is statutory.

11.8 Governance, Audit, and Cryptographic Floor

Every transaction this chapter authors — sensor station capital and maintenance, lake rejuvenation milestone payment, Clean Energy retrofit contractor payment, Disaster Response activation expense, Forest Protection enforcement and restoration spend, Polluter-pays Fund disbursement — is anchored on the Karnataka State Service Log (KSSL). Sensor readings are anchored at source so post-hoc adjustments are mathematically detectable; the open-source firmware mandate keeps the readings inspectable end-to-end.

The Civil-society Independent Audit Board runs annual audits on three programmes under this chapter: (1) State Sensor Network coverage and uptime integrity, (2) Polluter-pays Fund inflow-outflow integrity, and (3) Disaster Response Protocol compliance against published timelines. Audit Board funding is ring-fenced from departmental control; findings publish independently of departmental review. Civil-society organisations have statutory standing to bring suit on persistent non-publication or publication-cadence violations of environmental time-series.

The Karnataka Citizen Data Trust governs all citizen-reported pollution complaints and the Resident role-card data flows. The Cybersecurity Operations Centre (CSOC) maintains audit access to the sensor network with vendor-diversity rules and Software Bill of Materials requirements. Verifier-node operators (Vol I Ch 2) can independently re-derive KSSL anchors for sensor readings, Polluter-pays Fund transactions, and Environmental Crime Act challans, giving civil-society organisations and citizen-science groups the structural ability to detect retroactive sensor-reading tampering or selective non-publication.
