Maintenance-first cities: water, waste, mobility, and housing that work every day.

Where this chapter sits

Chapter 9 makes the Vol I commitments operational for Karnataka’s cities, towns, and villages. The chapter introduces eight integrated programmes — Day 0-100 Deep Clean, Structural Rebuild, Road Safety with Strict Traffic Enforcement, 100% CCTV Coverage, Public Toilet Network, Five Amenities Flagship, Public Dustbin Network with Citizen Responsibilities, and the Karnataka Digital Twin (KDT) as the planning surface for all future urban construction. Together they replace reactive contractor-driven civic spending with maintained, transparent, citizen-rated infrastructure.

9.1 Problem Snapshot

Karnataka’s cities are growing faster than their infrastructure and their governance. The failure shows up at street level, every monsoon and every commute:

Flooded streets and overflowing storm drains; rebuilt footpaths that crumble within a year; unsafe pedestrian crossings.

Water shortages in some wards while pipes leak in others; sewage that pollutes lakes and groundwater; non-revenue water that is not measured well.

Congestion that costs the city productive hours and the worker their wage; bus services that have been treated as the residual mode.

Housing unaffordability for the workers who keep the city running — sanitation workers, gig riders, hospital staff, garment workers.

Road deaths and unsafe conditions for the most vulnerable road users — pedestrians, two-wheeler riders, cyclists, school children at crossings.

Surface neglect that accumulates without single-department ownership — backlogged garbage, broken streetlights, missing footpath tiles, unmarked utility cuts.

No state-owned 3D record of its own cities. Every new road project rediscovers the same buried water mains; every new building tender lacks current accurate ground geometry; citizens cannot see what their ward will look like after a state-funded project.

The structural cause is consistent: most city spending is reactive, contractor-driven, and not maintained. The Maintain step of the public-project cycle (Vol I Sec. 3.3) is absent from urban governance. A city is a maintenance commitment, not a construction announcement — and a city’s plan is a digital twin, not a paper file in a department cupboard.

9.2 People’s Model Blueprint

Cities 2.0 is built around four institutions, eight integrated flagship programmes, and one operating rule.

Four institutions

City Asset Registry — every road, drain, footpath, streetlight, lake, water main, sewage line, bus stop, and public building catalogued with location, age, condition, and a published maintenance schedule. Updated continuously by the Karnataka Digital Twin (Sec. 9.8).

Ward-level service SLAs and dashboards — pothole repair, drain cleaning, garbage collection, water supply, streetlight repair: each has a published SLA at ward level, with the Standard Escalation Ladder (Vol I Sec. 3.3) and citizen-rating triggered audits.

Mobility Authority — integrating buses, BRT, metro, commuter rail, and last-mile connections under a single planning and ticketing authority. The Authority owns the route plan; operators bid against it.

Lake and Watershed Authority — Karnataka’s lakes are flood-control infrastructure, groundwater recharge, and biodiversity. The Authority owns the integrated water plan across the Bengaluru city corporations, BWSSB, peri-urban water bodies, and rural catchments.

Eight integrated programmes

Day 0-100 Deep Clean Programme (Sec. 9.6.5) — surface intervention in the first 100 days for the four largest cities, then phased statewide.

Structural Rebuild Programme (Sec. 9.6.6) — the 10-year underground fix that follows the surface clean. Roads rebuilt, sewage networks installed where missing, water mains replaced where ageing, organised pole-line for overhead utilities.

Road Safety Programme + Strict Traffic Enforcement (Sec. 9.6.7) — four pledges (halve road deaths, pedestrian-first urban design, zero blackspots, golden-hour trauma care) with AI-monitored escalation ladder and automatic ticketing from CCTV footage.

100% CCTV Coverage (Sec. 9.6.8) — state-installed CCTV deployed on a published necessity- and risk-based assessment across public streets, government offices, transit nodes and markets by Year 5, with a public camera register and declared exclusion zones, with strict civil-liberties rails (30-day rolling retention, extended only on a case-file flag; facial-recognition banned for ordinary operations; statutory Karnataka CCTV Authority).

Public Toilet Network (Sec. 9.6.9) — free, state-operated, citizen-rated, gendered + accessible, with permanent sanitation-worker dignity and pay.

Five Amenities Flagship (Sec. 9.6.10) — guaranteed access to drinking water, sewage / wastewater, electricity, public transport, and digital connectivity for every Karnataka citizen.

Public Dustbin Network + Citizen Responsibilities (Sec. 9.6.11) — colour-coded RFID-tagged segregated dustbins state-wide, paired with the Karnataka Environmental Crime Act (Vol II Ch 11) for enforcement.

Karnataka Digital Twin (KDT, Sec. 9.8) — state-owned full digital twin of cities, towns, villages, and road networks by Year 5; mandatory before/after construction videos for every state-funded project meeting the cost / disruption / underground / new-public-building trigger.

One operating rule

Every work order — pothole, streetlight, drain, water-leak, sewage, footpath, traffic-signal — flows from the City Asset Registry through the Works Corps, with milestone evidence on the Open Ledger and payment release tied to verified completion. Nothing gets built or fixed off-ledger. Nothing gets billed without milestone evidence. Citizens see live status on JANATA.

9.3 How it Works (key workflows)

Six workflows define the citizen’s interaction with the city.

Flood prevention loop

Pre-monsoon inspection of every storm drain on the City Asset Registry → cleaning work orders issued → field verification → readiness dashboard published before the first heavy rain. During monsoon: real-time water-level + flooding-incident dashboard, route diversions auto-published.

Solid waste loop

Segregation at source enforced with both incentives and penalties via the Public Dustbin Network (Sec. 9.6.11) + Karnataka Environmental Crime Act (Vol II Ch 11). Processing capacity scaled in step with collection; landfill diversion rate published per ward. Composting, recycling, and waste-to-energy capacity scale up. AI flags from CCTV catch repeat dumping violations.

Mobility loop

Route planning under the Mobility Authority → fleet operations on a published service level → real-time fleet monitoring on Mission Control → integrated ticketing across modes → ridership and reliability published per route per day. KDT 3D models feed transit-corridor planning + transit-oriented housing siting.

Road safety + traffic enforcement loop

Mobile clinic ambulance + 112 dispatch + KDT-aware fastest-route routing → trauma stabilisation → tertiary referral via Karnataka Public Health Delivery Architecture (Vol II Ch 8 Sec. 8.9). Traffic violations detected from CCTV by AI → ticket auto-raised with attached photo → citizen receives on JANATA → contested cases routed to human officer with published SLA. AI model accuracy published quarterly; goal of fully accurate automatic ticketing by Year 5.

Construction transparency loop

Every state-funded project meeting the threshold (≥₹1 crore OR road closure > 24h OR underground utility > 100m OR new public building) → KDT ’before’ state captured → before/after 3D-animation video produced → published on the project’s Open Ledger page + JANATA + ward / village channels. Civil-society oversight panel reviews edits before publication. Citizens can raise complaints about omitted projects or misleading framing.

Housing + entitlement loop

Transparent allotment of public rental housing on the operating spine (Vol I Ch 2 — Citizen Case File subsystem) → published rent collection → maintenance work orders tied to the City Asset Registry → no parallel discretionary allotment lists. Affordable housing concentrated near transit corridors planned via KDT.

Citizen surface — JANATA role-cards

Per Vol III Ch 22 Sec. 22.0a, every city-sector interaction is reachable through JANATA role-cards: Resident (ward-level service status, complaint history, garbage-collection schedule, water-supply schedule, transit schedule, before/after construction videos for their ward); Driver (traffic-violation tickets, contest workflow, payment status); Property-owner (property tax, KDT 3D view of own property’s ward).

Architectural integration — Cities programmes flow through KSSL

Cities is the chapter with the largest volume of state-citizen digital interactions: traffic enforcement, infrastructure complaints, road-safety records, CCTV evidence, digital-twin layers, environment monitoring, dustbin tickets. The operating architecture (Vol I Ch 2) puts every one of these on a cryptographic floor.

KDT data flows through KSSL

Every Karnataka Digital Twin (KDT) layer — survey data, before/after construction videos, utility maps, building footprints — is anchored on KSSL. Survey contributions, tender-stage publications, and project-progress edits all generate KSSL entries. Tampering with a KDT layer after the fact is mathematically detectable. The Karnataka Digital Twin Authority (KDTA, statutory body under the Karnataka Digital Twin Authority Act, App I) is overseen by the Civil-society Independent Audit Board (Vol I Ch 6).

CCTV electronic-evidence custody-transfer through KSSL

Live AI monitoring of state-operated CCTV is incident-detection only — never identification or tracking (Vol I Ch 6 Sec. 6.7.1). When CCTV footage becomes evidence — traffic ticketing, criminal investigation, civil proceedings — the footage enters the electronic-evidence custody-transfer process: source, destination, requesting authority, statutory basis, retention period — all recorded as KSSL entries. The custody chain is cryptographically anchored; any tampering after transfer is detectable. CSOC (App H sheet H.231) monitors the CCTV system security 24/7.

AI traffic management on the AI-Use Register

AI traffic management, automated red-light/no-helmet ticketing, accident-prediction systems, and crowd-flow estimation are registered on the AI-Use Register (Vol I Ch 6). Every AI-issued ticket carries a KSSL entry with model, inputs, and human-review status. Algorithmic-bias audits by the Independent Audit Board are mandatory annually.

Outcome dashboards on the Karnataka Open Data Portal

City outcome time-series — air quality, road-fatality rates, traffic-flow indices, complaint resolution rates, dustbin-coverage maps, public-toilet uptime — publish on the Karnataka Open Data Portal (App H sheet H.233) with anchored update cycles. Financial flows for Cities programmes publish on the Open Ledger (App D). Citizen-facing entry point for all of this is JANATA (one of four front doors — with the Officer Console, Business Portal, and Civil Society Interface).

9.4 Program Catalog (what we will actually do)

Programmes catalogued by Sec 9.6.5–9.6.11 + 9.8 detail blocks. Full programme-design sheets in Vol III App H Cities. Headline programmes:

Day 0-100 Deep Clean — 4-city pilot (Bengaluru / Mysuru / Hubballi-Dharwad / Mangaluru), 7-10 day full closure window per city, six pre-costed components (Sec. 9.6.5).

Structural Rebuild — 10-year underground programme, tier-1 cities with 4-6 parallel teams of 300+ workers, sequenced ward-by-ward with KDT capturing each ward’s ’before’ state (Sec. 9.6.6).

Road Safety + Strict Traffic Enforcement — golden-hour trauma response with 24/7 emergency network, AI-monitored escalation for repeat violations, automatic ticketing from CCTV (Sec. 9.6.7).

100% CCTV Coverage — state-installed cameras deployed on a published necessity- and risk-based assessment across public streets, government offices, transit nodes and markets by Year 5, statutory CCTV Authority oversight (Sec. 9.6.8).

Public Toilet Network — free, state-operated, gendered + accessible toilet blocks at every ward + transit node + market + public space (Sec. 9.6.9).

Five Amenities Flagship — universal access to drinking water + sewage + electricity + public transport + digital connectivity (Sec. 9.6.10).

Public Dustbin Network — RFID-tagged segregated colour-coded bins state-wide with citizen responsibilities tied to Environmental Crime Act (Sec. 9.6.11).

Karnataka Digital Twin (KDT) — state-owned full digital twin by Year 5 with mandatory before/after construction videos (Sec. 9.8).

9.5 Finance & Accountability

Finance principles

Maintenance pays first. The maintenance-first allocation rule (Vol I Sec. 3.4) applies to every city asset class — no new construction tender is approved without funded ongoing maintenance.

Value capture for high-impact transit. Where new metro, commuter-rail, or BRT corridors raise nearby property values, a defined share funds the transit itself (App H sheet H.043).

User fees for reliable services, with subsidies to protect the poor — water supply, transit, parking. The subsidy mechanism is auto-eligible on the spine; the burden of paperwork does not fall on the user.

Open contracting for all civic works. KTPP + KPPP + OCDS publication on the Open Ledger (Vol I Ch 4).

Cross-programme funding integration. The Helmet Programme’s Road Safety & Trauma Care Fund (Vol I Sec. 5.3) part-funds the trauma-care network in Sec. 9.6.7. Fire Safety & Emergency Response Fund (S-family addendum) funds fire-safety inspections that link with 100% CCTV emergency detection. KDT-generated planning data routes back to KHPA for utility-procurement specification.

CAPEX envelope (per Vol III App J Sec. J.3)

Cities is the single largest CAPEX line in the manifesto at ~₹126.5 thousand crore over 5 years — driven by Structural Rebuild (~₹85k), Karnataka Digital Twin (~₹6k), Road Safety + Strict Enforcement infrastructure (~₹7k), 100% CCTV (~₹8k), Toilet Network (~₹5k), Five Amenities city components (~₹10k), Dustbin Network (~₹3k), Day 0-100 Deep Clean four-city cohort + City Asset Maintenance Corps (~₹2.5k). Accountability

Ward-wise unit costs published for the most frequent works — pothole repair per kilometre, drain cleaning per kilometre, waste collection per tonne — so a councillor and a resident can both see whether the rate paid in their ward is in line with neighbouring wards. Citizen audit through Resident Welfare Associations and ward committees with statutory access to the City Asset Registry, KDT visualisation kiosks at ward offices, and work-order data on Open Ledger.

9.6 KPIs & Public Dashboards

9.6.5 Day 0–100 Deep Clean Programme

Karnataka cities accumulate years of small civic neglect that no single department owns. Garbage backlogs sit in the same wards for months. Footpath tiles broken in 2019 are still broken in 2026. Cables sag across pedestrian routes. Street lights fail individually and are repaired never. Past clean-up drives have been short PR exercises. The Day 0–100 Deep Clean Programme is a one-time, rolling, costed intervention — four major cities cleaned in the first 100 days, remaining tier-2 cities across Year 1, and all smaller towns across the full five-year term. Each town gets one window; the programme does not repeat.

The programme — six fixed components

Each city gets a 7–10 day intensive window with six pre-costed components, every line item published on the Open Ledger before the window opens: solid-waste deep clear; footpath repair; dustbin installation (colour-coded, segregated, RFID-tagged); street-light repair and LED upgrades; cable management; public-asset paint and signage. No window opens until all six pre-window obligations are met (survey report, requirements list, procurement orders, Mission Control roster, citizen feedback channel, post-window measurement plan).

What “lockdown” means

“Lockdown” here means actual full closure of the target city for the 7–10 day window — one city at a time. All private and public operations close for the window except essential services and emergencies. The plan is to empty the city, not to manage around its activity. Residents are actively encouraged to take leave and travel out of the city for the window — visit family in another district, take a holiday, work from a relative’s place — and the state coordinates with employers, schools, and major institutions to make that practical. What stays open: hospitals and clinics, pharmacy, fire and police, ambulance services, drinking-water supply, electricity and sewage operations, essential food supply (small grocery, milk, basic produce), and child care for residents who cannot leave. What closes: schools and colleges, government offices (except essentials), private offices and shops, public transport (except essential routes), construction and commercial deliveries, all non-essential vehicle movement. The lockdown is announced at least 72 hours in advance, with the published schedule visible on the People’s App. Residents who must stay (essential workers, the elderly, those with mobility constraints) are mapped pre-window so support reaches them. The 7–10 days are uninterrupted: cleaning, repair and installation crews work end-to-end with no traffic, no parking conflict, no construction interference, no congestion. The city reopens visibly improved — and the rolling schedule moves to the next city. This is the deepest civic intervention in the manifesto; it happens once per city in the five-year term — not a recurring disruption, a one-time reset.

Sequencing — four cities in the first 100 days, all towns by Year 5

Four cities in the first 100 days: Bengaluru first (full closure for the 7–10 day window), then Mysuru, then Hubballi-Dharwad, then Mangaluru. The remaining tier-2 cities — Belagavi, Kalaburagi, Davanagere, Ballari, Tumakuru, Shivamogga, Vijayapura, Bidar, and others — are sequenced across Year 1, one city at a time, with Day-30 retention checks before the next window opens. All smaller towns across the state are covered across the full five-year term on the same rolling pattern. After the first cycle completes, the standing City Asset Maintenance Corps (Sec. 9.2) inherits all installed assets for permanent upkeep — the Day 0-100 programme itself does not repeat.

Student-led parallel cleaning campaigns. During each city’s Deep Clean window, schools and colleges across Karnataka run parallel cleaning campaigns in their own towns and villages — not the city under closure. Participation is mandatory community-service hours tied to academic credit (Vol II Ch 7 mandatory community-service framework). This turns each 100-day cohort into a state-wide civic act rather than a closure of four cities in isolation.

Sunset + handoff

The Deep Clean programme is explicitly a one-time deep intervention per city. It does not become an ongoing line item. As each city’s window closes, the standing City Asset Maintenance Corps (Sec. 9.2) inherits the installed assets in that city under permanent SLA. By Year 5, when the rolling cycle has reached every town, the standing Corps holds responsibility statewide. If any city fails its Day-90 retention check, the standing Corps escalates to the District Service Officer.

Anti-capture safeguards

Three named risks. (1) Contractor mark-up on bulk procurement — single-bid auto-flag (Vol I Sec. 1.7 #3), per-city unit-cost publication (#1) enables like-for-like cost comparison. (2) Cosmetic clean-up that reverses within 30 days — Day-30/Day-90/Day-180 re-survey and KPI re-publication; retention rate ≥ 90% required to count as success. (3) Ward-level political interference in sequencing — published sequence is binding once notified; Anti-Interference Log (Vol III Ch 20) records any attempted late changes by elected representatives.

9.6.6 Structural Rebuild Programme — the 10-year fix

The Day 0-100 Deep Clean (Sec. 9.6.5) is a surface intervention — garbage cleared, footpaths repaired, lights fixed. It does not touch the underground. The Structural Rebuild Programme is the structural intervention that follows: roads rebuilt, sewage networks re-laid or installed where missing, water mains replaced, electricity and telecom cables relocated onto a dedicated organised pole line where they currently sag overhead — kept overhead but engineered, not buried, pavements reconstructed to a uniform standard. The programme runs in parallel with everything else in this chapter and completes Karnataka’s full urban + rural infrastructure refresh in ten years.

Sequencing and team structure

Tier-1 cities run with four to six parallel teams, with the teams spread across non-adjacent wards so disruption is dispersed across the city rather than concentrated in one zone. Tier-2 cities run with two to three parallel teams. Tier-3 cities and below run with one rotating team. Each team is approximately three hundred or more workers — meaningful direct employment generation alongside the rebuild itself. Bengaluru, on the parallel-team model, completes in roughly four to five years rather than the eight to nine years a single-team sequential rebuild would require.

Villages are sequenced through the ten-year horizon based on a state-wide demand survey plus condition assessment, but each village finishes in one indivisible seven to fifteen day window — never split across multiple visits. This is the same locally-determined, citizen-consulted, Open-Ledger-published pattern that governs the Wastewater Plan (Sec. 9.6.10) and toilet siting (Sec. 9.6.9).

Scope — public infrastructure only, fair compensation for incidental damage

The Structural Rebuild covers strictly public infrastructure: carriageways, footpaths, public street lighting, sewage and water mains, underground conduits for electricity and telecom, public-space landscaping, kerbs and drains. Where a rebuild operation incidentally damages private frontage — compound walls, gates, ramps, decorative work — the state pays fair compensation under the Land Acquisition Act, 2013 mechanism (Sec. 9.6.7 same legal pattern). Standardisation of private frontage to a Karnataka Streetscape Code is a separate voluntary programme, not bundled into the Structural Rebuild — owners can opt in with state funding for below-poverty-line households.

Planning discipline — locally determined, citizen consulted, Open Ledger published

Each ward, town, and village’s Structural Rebuild plan is published on the Open Ledger before construction. Ward-level or panchayat-level consultation is mandatory before the plan locks. Citizens see the proposed scope, the cost, the timeline, the team composition, and the disruption window. They give feedback. The plan revises. Only after consultation does construction begin. This consultation discipline is the same hard gate elevated in Vol III App B for every infrastructure programme where engineering shape varies by location.

Live status, citizen tickets, and end-state handoff

Every ward / village under active rebuild publishes a live status on JANATA — daily progress, current sub-phase, expected reopening date. Citizens raise geo-tagged tickets through JANATA for issues encountered during the window — blocked drainage, damaged frontage, missed re-paving, anything. State teams resolve tickets within a published service-level window. After the rebuild closes, the asset hands off to the standing City Asset Maintenance Corps (Sec. 9.2) for permanent maintenance per the published Karnataka Streetscape Code.

Anti-capture safeguards specific to the Structural Rebuild

Construction and equipment procurement under Vol III App C red-flag rules; per-ward unit-cost on Open Ledger. Worker selection prioritises local labour by district; published criteria, no nepotism. Subcontracting tightly restricted — the state operates the work directly, not through layers of contractors. Material specifications published before tender. Annual third-party audit of completed wards published on Open Ledger.

9.6.7 Road Safety Programme — four pledges, one programme

Karnataka recorded roughly twelve thousand road deaths in financial year twenty-twenty-four. The Road Safety Programme commits to halving that to six thousand by year five, with named sub-targets and a clear operational stack. Four pledges anchor the programme.

Pledge one — halve road deaths to six thousand in five years

Headline target. Within five years, road deaths in Karnataka drop from roughly twelve thousand annually to six thousand. Sub-targets: zero school-zone deaths; zero pedestrian deaths on state-maintained urban roads. Quarterly progress published on Open Ledger by accident category and district.

Pledge two — pedestrians and cyclists come first in urban road design

Karnataka roads historically privilege private vehicles. The People’s Model commits to a deliberate values shift: in every urban road design decision, pedestrians come first, cyclists second, public transport third, private vehicles last. Footpaths reclaimed from encroachment, widened where needed, properly surfaced. Safe crossings at every signal. School-zone enforcement with paid school-zone traffic controllers and city-level traffic-flow redesign that routes through-traffic away from school streets.

Cyclist priority is selective, not blanket. Cycle-priority infrastructure goes inside tech parks (where heavy commercial vehicles are already restricted and the geometry permits) and on identified safe corridors with sufficient road width. Dense narrow streets and mixed-traffic arteries remain shared-use for cyclists without dedicated infrastructure; designing cycle priority on streets where it does not fit creates more risk than it removes.

Where the current right-of-way does not fit a usable footpath, the state acquires a few metres of adjacent private land under the Land Acquisition Act, 2013 — compulsory acquisition with statutory fair compensation, rehabilitation and resettlement provisions, and public-purpose certification. This is a politically significant commitment and is explicitly named in Vol III Appendix I (Legal Implementability) as a medium-risk mechanism with mitigation.

Pledge three — zero blackspots by end of year one

The Road Safety and Trauma Care Fund already exists (Vol III App E), funded from helmet-programme fines plus the sale margin on every state-manufactured helmet. AI-assisted traffic management — six commitments, phased to Year 5

Building on the 100% CCTV + AI live-monitoring infrastructure (Sec. 9.6.8), the traffic stack adds six AI-assisted capabilities. Year 1-2: AI violation detection at signalised intersections (speeding, red-light running, wrong-way, no-helmet, phone use, lane-cutting, no-seatbelt) + emergency-vehicle signal priority. Year 2-3: adaptive signal timing based on real-time flow + smart parking guidance. Year 3-5: predictive congestion management with route guidance on JANATA + AI-driven accident reconstruction from CCTV admissible per the Karnataka Electronic Evidence Vault Act.

Automatic ticketing from CCTV footage. AI watches the camera feed, detects the violation, reads the vehicle number plate, and auto-raises a ticket with the captured photo(s) attached — no police-officer intervention needed for the routine case. The ticket lands on the citizen’s JANATA inbox + linked email. If the citizen believes the ticket is wrong (number plate misread, wrong vehicle, photo unclear, AI false positive), they raise a review request from JANATA; the review goes to a human officer who confirms, modifies, or cancels the ticket within a published SLA. The AI model’s accuracy is published quarterly per category (number-plate recognition, helmet detection, signal-running, lane-cutting, etc.). The goal is to reach fully accurate AI-driven automatic ticketing across all categories by Year 5; until then, human review is the default for any contested case + a random audit sample.

Escalation framework for ordinary ’normal’ violations

’Normal violations’ are speeding, red-light running, wrong-way driving, no-helmet, phone use while driving, lane-cutting, and no-seatbelt. First few offences within a 24-month rolling window are monetary fines, calibrated by Karnataka Motor Vehicles Rules (not specified in the manifesto). After a published threshold count, repeated offences escalate to lockup time measured in hours-to-days. Lockups are AI-monitored via CCTV to verify time served (governed by the Karnataka Custody and Community-Service Surveillance Act). Judicial discretion is preserved at every step — no mandatory minimums without discretion to consider circumstances. Parking violations + document violations stay monetary; no jail escalation.

Drunk-and-drive escalation — softened to constitutional fit

First drunk-and-drive offence is handled within the existing Motor Vehicles Act Section 185 framework — fine, automatic license suspension, mandatory de-addiction counselling, with judicial discretion to add custodial time if circumstances warrant. Second offence within 5 years triggers a mandatory minimum jail term (set by Karnataka MV Rules) with judicial discretion to extend, extended license suspension, and vehicle confiscation option. Third offence within 5 years triggers a substantially longer mandatory jail, permanent license cancellation, and vehicle confiscation. Custody during the sentence is AI-monitored under the Karnataka Custody and Community-Service Surveillance Act. Accidents resulting in serious injury or death are prosecuted under the judiciary — no compounding (settle without trial) for these cases. The state funds both prosecution and victim-family legal aid through the Karnataka Legal Services Authority. Fast-track court disposal target: within 180 days of charge-sheet filing. Constitutional posture and statutory backing

The escalation framework requires a State Bill on Concurrent List Entry 35, reserved for Presidential assent under Article 254(2) where repugnant to central law — Article 254(2) applies to State legislation, not to subordinate rules — the Karnataka Strict Traffic Enforcement Amendment to Motor Vehicles Rules (Vol III App I legislative agenda). The commitment is large; the civil-liberties rails around it are correspondingly strict, and are an explicit precondition for the deployment.

Live monitoring with AI incident detection — phased to all cameras by year five

Cameras stream live to a central monitoring hub. Artificial-intelligence systems watch the feeds in real time and raise tickets when they detect incidents from a closed published list: traffic accidents, fights and altercations, falls and medical emergencies, fire. AI is incident-spotting only — it does not perform facial recognition, person tracking, or behavioural profiling. Those are explicitly banned under the facial-recognition rules below.

AI rollout is phased. In years one and two, AI runs on selected high-priority cameras — major intersections, transit hubs, school perimeters, government building entrances. By year five, every camera in the state network has AI incident detection. New AI detection categories require approval from the Citizen Data Trust (Vol I Ch 6) and the CCTV Authority (below), plus an entry in the public AI-Use Register. AI accuracy and false-positive rates published quarterly on Open Ledger.

Footage retention — ninety days default, longer only with named justification

Ordinary footage is retained ninety days on a rolling basis, then irrecoverably deleted — verified by quarterly third-party audit published on Open Ledger. Footage tagged to an active investigation is retained until the investigation closes. The moment a court formally accepts CCTV footage as evidence, custody transfers to a Justice Department-maintained evidence vault. The CCTV system thereafter retains only metadata and a pointer to the vault. The Justice Department holds the footage per court rules including final-appeal and statutory-archival periods. Chain of custody is documented in the court order, the vault intake log, and the KSSL-anchored custody record.

This evidence-vault custody-transfer rule is structural protection against tampering — once footage becomes evidence, the agency that produced it (police plus CCTV operator) no longer holds it.

Access — police, judiciary, citizens, researchers

Police access requires a written request logged on Open Ledger plus a senior-officer countersign for non-cognisable cases. Judiciary access on court order. Citizens have a Right-to-Self-Footage — any Karnataka resident can request and receive any CCTV footage in which they appear, within thirty days, redacted of other identifiable persons. Researchers receive only aggregated anonymised data, never raw footage.

Facial recognition — banned for ordinary operations

Facial recognition is explicitly banned for ordinary CCTV operations. The technology is permitted only for three narrow exceptions: identifying suspects in active investigations under magistrate authorisation; finding missing children or missing senior citizens reported in the previous seventy-two hours; declared emergencies. Every use is logged on the AI-Use Register (Vol I Ch 6). General-purpose person-tracking, predictive policing, and behavioural profiling are explicitly banned under any framing.

Governance — statutory authority with independent board

The CCTV system is governed by a statutory Karnataka CCTV Authority created under the Karnataka CCTV Code of Practice Act (Vol III App I legislative agenda). The Authority’s board has independent membership drawn from senior police, civil-society organisations focused on civil liberties, technology professionals with civil-liberties expertise, and citizen representatives. Annual report to the Legislative Assembly. The Citizen Data Trust ombudsperson has joint complaint jurisdiction with the Authority over any breach.

9.6.9 Public Toilet Network — free, state-operated, citizen-rated

Karnataka commits to a state-wide public toilet network that is free at point of use for everyone, state-built and state-operated end-to-end, with citizen-rating accountability and a strict standard for sanitation-worker dignity. The model breaks with the contracted-operator pattern (Sulabh model) that has produced patchy quality across India for two decades.

Siting — demand-led with a safety-net floor

Toilet blocks are sited where pedestrian flow, citizen requests, surveys, and zone type (transit / market / government / residential) indicate demand. Style of each block is matched to the site (see four styles below). Safety net: every ward without a public toilet within eight hundred metres walking distance of any habitation triggers state-led siting. Where the current right-of-way does not fit a Full-standard block, the state either acquires adjacent private land under the Land Acquisition Act (same mechanism as the Road Safety footpath rule) or installs a Basic-style block instead. Every committed block — site, style, operating budget — is published on Open Ledger before construction.

Free for everyone — public-health entitlement, not fee-for-service

Use is free for every citizen. The state pays the operating cost. Toilets are treated as a public-health entitlement, not a fee-for-service. Cleanliness comes from the operating model below, not from user fees.

State-built and state-operated — two-person mobile teams plus citizen tickets

The state builds and owns every toilet block. The state also operates the network directly — no contracted operators. Each city has a dedicated set of cleaning teams. Each team is two workers plus a small van equipped with a high-pressure water pump. Teams move between blocks on a fixed rotation schedule that visits every block multiple times per day. Between scheduled visits, citizens raise geo-tagged cleaning tickets through JANATA; tickets are resolved within a published service-level window. Live block-by-block status published on Open Ledger.

Toilet styles — four standards matched to site

Standards are tiered, not uniform. The Karnataka Toilet Code (Vol III App H Cities new sheet) publishes which style goes where based on site survey. Four styles cover the network.

Anti-abandonment discipline — funding locked, ratings live, signal triggers review

No block built without a ten-year operating budget locked at the time of construction through legislative appropriation. Operations are funded regardless of ratings or tickets — operations are the floor, not contingent on quality signals. JANATA citizen rating dashboard live; three consecutive low ratings auto-trigger a state-team review. Persistent failure triggers an Open Ledger flag plus a Citizen Data Trust ombudsperson investigation. Annual third-party audit of the whole network published on Open Ledger.

Sanitation workers — permanent state employees, twice-annual health, mechanisation mandate

Every sanitation worker is a permanent state employee (direct state employment, since the model is fully state-run). Minimum wage exceeds the state minimum by twenty percent. Full personal protective equipment mandated and supplied by the state. Health insurance and pension. Health checkup twice annually. Any task involving manual contact with human waste must be mechanised — non-mechanisable tasks are not assigned to humans, period. Caste-stigma protections apply per Vol II Ch 16 (Inclusive Governance) and Vol II Ch 18 (Equity Beyond Access). Sanitation worker grievance pathway is direct to the Citizen Data Trust ombudsperson; no intermediary supervisor can block it.

CCTV at toilet blocks — entrance only, never inside

Per the 100% CCTV Coverage commitment (Sec. 9.6.8), toilet blocks at high-traffic public sites are within scope for CCTV — but entrance-only. CCTV is never installed inside any toilet block under any framing.

9.6.10 The Five Amenities Flagship — guaranteed access for every Karnataka citizen

Five amenities form a single flagship guarantee: drinking water, sewage and wastewater management, electricity, public transport, and digital connectivity. Every Karnataka citizen has guaranteed access to all five by year five. The delivery specifics differ by amenity but the framing is unified — basic amenities are public-good infrastructure that the state builds and operates to a published standard.

The consistency principle — free for survival essentials, paid for infrastructure use

A unifying principle runs through the five amenities. Free, at no charge to the citizen, is reserved for survival essentials — twenty litres of drinking water per person per day (lifeline volume), free trauma care under the Road Safety Programme (Sec. 9.6.7). Everything else is paid use. Electricity is paid even at lifeline volumes. Public transport is paid fare. Digital connectivity is paid bandwidth. Subsidies for poor households go via targeted means-tested mechanisms — a travel pass for transport, scheme-based assistance for income shocks — not via blanket free-quota allocations to all households. This is fiscally honest and politically harder than free-everything populism, but it produces a sustainable system that the state can actually deliver and maintain for ten years and beyond.

Drinking water — universal piped by year five, twenty litres free, paid above

Every Karnataka habitation has a piped drinking-water connection by year five. Published quality standards under IS 10500. Minimum supply hours of eight hours per day at lifeline level, with twenty-four-by-seven supply in tier-one and tier-two cities by year seven. Quality dashboards visible per habitation on JANATA. The state funds the network build as a public-health entitlement. Tariff structure: twenty litres per person per day free, then progressive paid slabs that apply even to households below the poverty line. The twenty-litre lifeline is calibrated to drinking plus minimum hygiene; volumes for washing, gardening, and recreational use are paid.

Sewage and wastewater — Karnataka Wastewater Plan, locally chosen, citizen consulted

No upfront engineering commitment to centralised versus decentralised treatment at the manifesto level. The Karnataka Wastewater Plan is built bottom-up, zone by zone. Site survey plus geographic analysis determines what fits — centralised underground sewage network where density supports it, decentralised treatment units serving clusters of households where it does not, hybrid where the geography demands. The draft plan plus costs plus timeline are published on Open Ledger for each zone. Ward-level or panchayat-level consultation is mandatory before the plan locks in for construction. After consultation, the locked plan goes to construction. By year five, every habitation has appropriate wastewater treatment, locally chosen, locally consulted. State teams operate the network (same model as the Public Toilet Network, Sec. 9.6.9).

Electricity — universal connection by year one, reliability by year three, no free lifeline quota

Universal residential electricity connection completed by end of year one. A published reliability standard takes effect by year three — no more than four hours of unplanned outage per month at any household, voltage and frequency within Indian Standards norms. There is no free lifeline quota for any household, including those below the poverty line. All consumption is paid use. This is a deliberate break from Karnataka’s free-electricity political tradition; the saving is redirected to capital build-out and to the targeted means-tested subsidies that go through transport passes and scheme-based assistance instead. Solar rooftop incentive plus a guaranteed grid-export tariff is available to any household that chooses to self-generate — this enables self-generation rather than subsidising consumption.

Public transport — demand-led access, service-charter standards, travel pass for the poor

Access targets are demand-led per zone, not a flat universal distance. The Karnataka Public Transport Access Standard publishes a per-zone target based on density, terrain, and demand survey. Citizens can petition for new stops where the gap exceeds the published target for their zone. Service-charter standards lock in by year four for buses, metro, and rail: frequency, on-time arrival, accessibility for disabled and elderly users, integrated fare cards across modes, real-time vehicle tracking on JANATA. The lifeline transport subsidy for poor households is delivered through a targeted means-tested travel pass — not blanket free fare for all riders.

Digital connectivity — universal coverage by year five, paid use

Every Karnataka habitation has either a fibre broadband connection or guaranteed four-G or five-G coverage by year five. State-built fibre backbone with regulated last-mile delivery via private operators on published terms. No free lifeline data quota — paid use across the board, consistent with the electricity treatment. Universal coverage is the commitment; paid consumption is the model. This is the connectivity foundation that lets JANATA work for every citizen, the Learning State reach every village (Vol II Ch 7 Sec. 7.4), and the Open Ledger be genuinely citizen-readable from anywhere in the state.

Common operating discipline across all five

Every amenity follows the same plan-publish-consult-revise-execute pattern. Every committed connection or service published on Open Ledger before construction. Every infrastructure unit published with construction cost, operating budget, and ten-year maintenance commitment. Citizen ticketing through JANATA for any service failure. Three consecutive low ratings or persistent failure triggers a Citizen Data Trust ombudsperson review. The state operates the infrastructure; it does not contract out operations.

9.6.11 Public Dustbin Network + Citizen Responsibilities

After the Deep Clean Programme installs the initial colour-coded RFID-tagged segregated dustbin network in each city (Sec. 9.6.5), the Public Dustbin Network sustains and extends it state-wide. Coverage continues to grow through the elected term and beyond. Citizens are encouraged to use the dustbins; littering becomes a recognised civic offence; civic-sense education is integrated through the Learning State (Vol II Ch 7 Sec. 7.4) so that compliance is generational, not imposed.

Coverage and citizen-ticket install commitment

Every public street, every transit node, every market, every government building, every public park, every PHC entrance, and every educational institution surrounding has dustbin coverage. Citizens raise install tickets through JANATA — geo-tagged photo + report — and the City Asset Maintenance Corps (Sec. 9.2) commits to a 48-hour install for every approved ticket. The published install-rate dashboard runs on the Karnataka Open Data Portal with per-ward statistics. Per-bin GPS location, install date, segregation type, and maintenance history are all transparent.

Maintenance discipline

Each dustbin in the network is on a fixed maintenance rotation by the City Asset Maintenance Corps — emptied, cleaned, restocked, repaired as needed. Citizens can raise maintenance tickets through JANATA with the same SLA framework that governs the Public Toilet Network (Sec. 9.6.9). Persistent maintenance failure triggers a Corps re-rotation review. RFID-tagged units allow waste-flow auditing — what gets thrown where, by what volume, segregation compliance rate by ward.

Environmental Crime Act — applied post-Deep Clean

After each city’s Deep Clean window closes (Sec. 9.6.5), the Karnataka Environmental Crime Act (Vol II Ch 11 + Vol III App I) is applied in that city. The Act covers a medium scope of offences: littering, illegal dumping, plastic burning, public urination, and public spitting in restricted public areas. Wider categories such as encroachment, vehicle pollution, and construction-debris dumping remain governed by existing law (Karnataka Municipal Acts, Air Act 1981, etc.) — not bundled into this Act.

Enforcement model is consistent with the 100% CCTV programme (Sec. 9.6.8): a three-layer detection stack — AI flagging from CCTV, body-cam constables, and citizen reporting via JANATA — all routed through a human-review gate before any challan issues. Citizen-reported challans get an extra appeal step because of harassment risk. All challans on Open Ledger; appeals via the Grievance Justice Authority.

Penalty structure — first few offences fineable, repeated offences AI-monitored compliance

First few offences within a 24-month rolling window are monetary fines, set by Karnataka Environmental Crime Rules with non-regressive calibration. Repeated offences past a published threshold count escalate to punishment — and the citizen chooses between (a) community-service hours OR (b) lockup time measured in hours-to-days. Both modes are AI-monitored to verify the time was actually served: lockups have CCTV; community service is monitored via bodycam + on-site CCTV. AI compliance monitoring is backed by the new Karnataka Custody and Community-Service Surveillance Act (App I), which sets retention rules, Right-to-Self-Footage for the surveilled person, and Citizen Data Trust ombudsperson oversight. Judicial discretion is preserved at every step.

Trigger timing — ward-by-ward first 12 months, state-wide from Year 2

In the first 12 months, the Environmental Crime Act activates per ward only after that ward’s Deep Clean window closes — so citizens know the new rules apply when they see the new dustbins go in. From end of Year 2, the Act applies state-wide regardless of whether Deep Clean has run in a given location yet. This balances the ’clean-first-enforce-second’ fairness in the early phase with operational simplicity from Year 2 onwards.

Civic-sense education through the Learning State

The Public Dustbin Network is reinforced by civic-sense education running through every layer of the Learning State (Vol II Ch 7 Sec. 7.4). The Karnataka Public Broadcaster (Sec. 7.4.2) runs a continuous civic-sense series — animations for children, short stories, real-life examples for adults across formats and ages. Mandatory community-service hours (Sec. 7.4.9) include environmental-clean activities as one of several approved options. The formal school curriculum from class 5 onwards gains a civic-responsibility module extending the existing Foundational Literacy + Numeracy + civic-literacy framework. Public-space signage at every dustbin and every public-space entry surfaces the rule in plain language with the relevant local symbols.

Anti-capture safeguards specific to the Dustbin Network + Env Crime Act

Per-bin procurement under Vol III App C red-flag rules — single-bidder auto-flag, per-bin unit cost on Open Ledger. Body-cam footage from constables issuing Env Crime Act challans falls under the same 30-day rolling retention rule (with custody-transfer to Justice Department Electronic Evidence Vault upon court admission per Sec. 9.6.8). AI-monitored compliance footage retention published; Citizen Data Trust ombudsperson reviews complaints. The Act’s penalty escalation thresholds + fine amounts are set by Karnataka Environmental Crime Rules through legislative appropriation; not by executive notification, to prevent rule-tampering by any future government.

Consolidation — Years 5 to 10

Inter-district rapid transit feasibility and phased rollout where demand supports. Bengaluru and Karnataka tier-2 cities measurably more liveable on the published Citizen City Dashboard. Air-quality, water, lake, and waste metrics all converge toward agreed targets. KDT updated continuously as new construction happens. KPHDA + Karnataka Digital Twin treated as durable infrastructure with statutory protection against successor-government cancellation.

Cross-sector connections

Vol II Ch 7 Sec. 7.4.1 — Learning State activates public spaces (parks, libraries, transit nodes) as learning surfaces; KDT data informs siting. Vol II Ch 8 — KPHDA’s mobile clinic network + emergency response integrate with 112 + Road Safety trauma network. Vol II Ch 11 — Environmental Crime Act enforcement uses the Public Dustbin Network + 100% CCTV. Vol II Ch 12 — Electronic Evidence Vault Act gives CCTV footage admissibility for AI-driven accident reconstruction. Vol II Ch 13 — village 3D mapping under KDT enables rural infrastructure planning + before/after videos for state-funded village projects.

Cryptographic anti-capture floor for the city stack. CCTV custody-transfer chains, KDT layers, traffic-AI decisions, and Open Ledger contracts all anchored through KSSL; CSOC monitors with compel-patching; the Civil-society Independent Audit Board oversees KDTA; threshold cryptography is mandatory for bulk CCTV releases. Public verifier nodes re-check anchors continuously — any post-hoc tampering with city evidence or city contracts becomes mathematically detectable.

9.8 Karnataka Digital Twin (KDT)

Karnataka builds, over 5 years, a state-owned digital twin of itself — every major city, every town, every village, every road network — as the planning surface for all future state construction. The digital twin is not a marketing visualisation. It is full-depth geometry plus utilities plus elevation plus building footprints, maintained as live infrastructure by a new statutory body.

Scope — full digital twin everywhere

Three coverage tiers, all converging on full digital twin by Year 5:

Cities (tier-1 + tier-2) — full digital twin from Year 1, ward-by-ward sequenced alongside the Structural Rebuild (Sec. 9.6.6). Every public utility line (water, sewage, stormwater, electrical, fibre, gas) is mapped underground. Building footprints + floor counts above. Elevation + slope. The Structural Rebuild captures the ’before’ state; the rebuild updates the twin in real time; the ’after’ state becomes the new baseline.

Towns (tier-3 + tier-4) — full digital twin by Year 3. Same depth as cities but lighter cadence — sampling rather than continuous monitoring outside active construction zones.

Villages — full digital twin by Year 5, road network first (Year 2), then habitations + utility crossings (Year 3-4), then full building-footprint capture (Year 5). Light cadence; updated when state-funded work touches the village.

Road networks — state highways, district roads, panchayat roads all surveyed by end of Year 2 with elevation + lane geometry + culvert + bridge structural data. Used directly by the Road Safety programme (Sec. 9.6.7) for blackspot remediation planning.

Custodian — Karnataka Digital Twin Authority (KDTA)

A new statutory body created under the Karnataka Digital Twin Authority Act (Vol III App I). Independent board with civil-society + technical (urban-planning, geodesy, GIS) members, a retired engineer-in-chief as Chair, Director of Town & Country Planning as ex-officio. KDTA owns: the survey schedule, the cadre certification framework, the data quality standard, the access tier matrix, the before/after-video production pipeline, the integration protocols with departmental systems.

Access — closed-by-default

Raw digital twin data — point clouds, vector models, utility geometries — is closed by default. Access is restricted to: (a) Karnataka government departments and statutory bodies for official work; (b) empanelled planning, engineering, and audit firms working on specific state projects; (c) named academic / research partners on time-bound research grants reviewed by KDTA.

Citizens see derived visualisations only — the public-facing surface is the before/after construction videos (below), 3D walkthrough kiosks at ward offices, and JANATA viewers that show the ward’s current plan + active projects. Citizens cannot download raw point-cloud data, utility models, or building geometry. This is a deliberate tradeoff between security (sensitive utility / infrastructure data is a high-value target) and citizen transparency. The transparency surface is the videos + visualisations.

Every access to the raw data — internal or external — is logged on the Open Ledger with requesting party, purpose, scope, duration, and KDTA approval. Aggregate access logs are public. No commercial resale of KDT data, ever. Empanelled partners sign a no-onward-distribution clause; breach is empanelment-cancelling.

Before/after construction videos — combination trigger

Every state-funded construction project that meets ANY of the following thresholds publishes a mandatory 3D-animation before/after video:

Cost ≥ ₹1 crore; OR

Road closure expected to exceed 24 hours; OR

Underground utility work > 100 metres; OR

Any new public building (school, hospital, panchayat office, market, transit node).

Video format: 60-second cap. Shows current state from the KDT + planned state from the project drawings + sequencing (the ’how’ between now and after). Published on the project’s Open Ledger page, on JANATA, and pushed to the ward / village WhatsApp channels and the relevant Karnataka Public Broadcaster (Vol II Ch 7) slot. Multilingual (English + Kannada + the dominant local language). Production by an in-house KDTA video-production cell from Year 2; Year 1 contracted to empanelled production vendors.

Tech approach — in-house cadre, open-source toolchain

KDTA builds an in-house Karnataka Digital Twin Cadre: surveyors, photogrammetry technicians, GIS analysts, 3D modellers, video producers, and security operators. Four regional centres (Bengaluru / Belagavi / Mysuru / Kalaburagi) operate field teams + processing labs. Cadre throughput: 500 trainees/year via ITI + university partnerships from Year 2.

Year-1 contracted vendors for the first 30 wards (Bengaluru pilot) for speed; in-house cadre takes over from Year 2. Year 3 onwards, KDTA operates 90% of surveys with vendor backup for peak load.

Hardware — drone fleet (medium + heavy LiDAR-equipped), ground-survey vehicles, fixed-wing aircraft for highway corridors via partnership with Karnataka State Aeronautics Service or hired charter, ground-penetrating radar for buried-utility detection where records are missing. State Manufacturing Catalog (Vol 0 addendum) carries drone bodies + battery packs from Year 3 onwards.

Software — open-source toolchain throughout. CesiumJS for web visualisation, OpenDroneMap and equivalent open photogrammetry, PostGIS for spatial database, custom open-licensed viewers for JANATA + ward kiosks. State owns all processed data + derived datasets. No vendor lock-in.

Anti-capture safeguards

Same eight-safeguard pattern as Vol I Ch 1: (a) every survey + every access + every video production logged immutably on the Open Ledger; (b) quarterly KDTA transparency report including survey backlog, cadre headcount, access denials, video count; (c) no single vendor handles more than 30% of contracted survey volume in any year (anti-concentration); (d) annual independent geodesic-quality audit of KDT data; (e) sunset clause — if KDTA fails to publish quarterly transparency reports for 2 consecutive quarters, contracted-vendor empanelment is frozen until governance is restored; (f) statutory no-commercial-use bar on KDT data; (g) civil-society oversight panel reviews video edits for misleading framing before publication; (h) Grievance Justice Authority handles complaints about omitted projects or misleading videos.

Implementation roadmap

Year 1 — KDTA constituted, regional centres + first cadre cohort recruited, Bengaluru 30-ward pilot (contracted vendors) completes, video pipeline live for cost-≥-₹1-crore projects in the pilot wards. Year 2 — KDT cadre takes over, all state-highway corridors + 200 city wards mapped, video pipeline statewide. Year 3 — all tier-1 + tier-2 cities + all major towns mapped, village road networks complete, before/after video output stabilises at ~5,000 videos/year. Year 4 — all towns complete, villages habitation + utility-crossing layer complete, KDT integration with departmental project-planning systems mandatory for all new tenders. Year 5 — full statewide digital twin, including villages, complete. Annual update + maintenance cycle established.

9.9 Governance, Audit, and Cryptographic Floor

Every transaction this chapter authors is anchored on the Karnataka State Service Log (KSSL). The architectural commitment is recursive: every operating record, every entitlement issuance, every service delivery, every grievance escalation, and every payment milestone in the chapter’s programmes carries a KSSL anchor that any party can independently re-derive. The Karnataka Citizen Data Trust governs every personal-data flow under purpose-bound, time-bound, revocable consent. A future government can change policy; it cannot quietly substitute the record of what was done before — because the record is anchored mathematically, witnessed by independent parties, and verifiable by any resident with an internet connection.

The Civil-society Independent Audit Board runs annual audits on the chapter’s flagship programmes, publishing both success cases and failure modes. Audit Board funding is ring-fenced from departmental and political control via statutory appropriation. The Cybersecurity Operations Centre (CSOC) monitors the chapter’s IT systems with compel-patching authority and continuous red-team exercises. Verifier-node operators (Vol I Ch 2) can independently re-derive KSSL anchors for the chapter’s transactions, audit dataset publication cadence on the Karnataka Open Data Portal, and verify citizen receipts at scale, giving press, journalists, civil-society organisations, and citizen-science groups the structural ability to detect retroactive tampering or selective non-publication. The State Equity Commission (Vol II Ch 18) holds parallel structural oversight authority on outcome-gap analysis across the chapter’s deliveries.
