Learning State Without Barriers

Every child learns. Every school works. Every rupee shows results.

Where this chapter sits

Chapter 7 is the first sector chapter of Volume II. The Vol I commitments — single spine, outcome budgeting, state capacity, 24/7 governance engine, digital rights — apply here in the concrete form of a learning-outcome guarantee. The chapter uses the Service Charter format (Vol I Sec. 3.3) for the top citizen-facing education services, the Standard Escalation Ladder (Vol I Sec. 3.3) for SLA breaches, and the Open Ledger (Vol I Sec. 4.2) for school-wise allocation and spending. The 18 implementation-ready program sheets that operationalise this chapter live in Vol III Appendix H, sheets H.001 through H.018.

7.1 Problem Snapshot

The injustice in Karnataka education today is not that children are out of school. It is that the system delivers wildly different education depending on a child’s district, language, and family income. The state has thousands of schools; not all of them work. The state has a teacher cadre; the cadre is not consistently coached. The state has a curriculum; the curriculum is not consistently delivered.

Five failures recur, year after year, in audit after audit:

The point of public education is not enrolment. It is learning, with dignity, leading to a livelihood.

7.2 People’s Model Blueprint

The Karnataka Education Model is built on one premise: education is for everyone, at every age, regardless of gender, caste, language, ability, or location. Formal schooling for children (Sec. 7.1–Sec. 7.6) is the spine; the Learning State (Sec. 7.4) extends that commitment into public spaces, broadcasting, and lifelong learning for adults and seniors. The People’s Model treats education not as a service the state delivers to a sub-group of citizens but as a state-wide public good every citizen encounters daily. Education is rebuilt as an execution system: curriculum + teachers + infrastructure + student support + pathways. The People’s Model commits to three guarantees and four operating institutions.

Data is published at school and district level only — never at the child level, in line with the Citizen Data Trust rules (Vol I Ch 6).

The Learning State — education at every age

Education is not a sector for children alone. The People’s Model commits Karnataka to a single, unified vision: the whole state functions as an educational institution, for every citizen, at every age, regardless of gender, caste, language, ability, or location. A farmer in a remote village, a senior citizen in a tier-3 town, a teenage girl in a slum, a software engineer in Bengaluru, a homemaker in Mysuru — all sit equally inside the Learning State. The sections above cover the formal-schooling spine; the Learning State is everything else.

The Learning State is a coordinated commitment that runs in parallel to formal schooling. It has four components, each operationalised in Sec. 7.4 with full design detail and App H programme sheets.

The four components share one purpose — make learning a public good citizens encounter every day, not a service they enrol into. The campus build (district + taluk museums + information-centre network + the District Higher Education Campus network + the Karnataka Apex Institute) gives the Learning State its permanent physical anchors. Mandatory community-service hours and a Karnataka civic-sense module run through every layer. Sec. 7.4 carries the full programme design; Sec. 7.4 carries the Years 1-10 build-out timeline.

7.3 How it Works (key workflows)

Learning improvement loop

Weekly classroom assessment → block-level analysis of weak areas → targeted remediation in the same week → re-assessment in the next cycle. The loop is operated by the District Education Mission Team and is visible on the District Mission Control dashboard (Vol I Ch 3).

Teacher coaching loop

Classroom observation by a trained mentor → micro-training in the same teacher’s weakest practice → follow-up visit within 30 days. The cadence is monthly per teacher in the first two years, then risk-targeted. Observation data is consumed by the teacher and the coach — not by an adversarial supervisor.

Infrastructure loop

School raises a work order in the Asset Registry → priority triaged by district team → Works Corps executes → measurement-book evidence and geo-tagged photographs published → payment released on milestone evidence. Critical safety issues (electrical, structural, sanitation outage) escalate to L2 (Vol I Sec. 3.3) automatically.

Dropout prevention loop

Early-warning signal (attendance, learning, family situation) → counsellor home visit → support package (transport, scholarship, health referral, special-needs accommodation) → case file updated → re-assess at the next signal cycle. The loop is owned by the Mission Team, not by a single overworked teacher.

Architectural integration — Learning State runs on the digital-state floor

Every workflow described in this chapter sits on the operating architecture defined in Vol I Ch 2. Student records, attendance, assessment data, course progress, and certification all flow through the Karnataka State Service Log (KSSL) — every access is anchored to a publicly verifiable structure. A student and their parents can query their own access log through JANATA at any time. The audit trail is no longer trust-in-the-school; it is mathematically detectable if any entry is altered.

Citizen Consent Ledger for student and parent data

Every flow that touches a student’s personal data — sharing across institutions, sharing with parents, sharing with state systems for scholarship/welfare integration — requires a consent token from the Citizen Consent Ledger (Vol I Ch 6). Consent is granular by purpose, time-bound, and revocable. For minors, the consent regime is held jointly by the student and a guardian until the student reaches statutory age. Revocation propagates across systems within a defined window.

AI in personalised learning, examination, and credentialing

Where AI assists personalised learning, automated assessment, plagiarism detection, or examination integrity, the AI’s role is registered on the AI-Use Register (Vol I Ch 6). Every AI-assisted decision generates a KSSL entry recording the model, inputs, recommendation, and whether the human educator followed or overrode it. Algorithmic bias audits are mandatory and run by the Civil-society Independent Audit Board (Vol I Ch 6) on a defined cadence.

Outcome dashboards on the Karnataka Open Data Portal

Learning State outcome time-series — attendance, learning gains, pass rates, district disparities, completion rates by demographic — publish to the Karnataka Open Data Portal (App H sheet H.233) under the publication cadence defined in App I. Financial flows for Education programmes publish on the Open Ledger (App D). Personal records live in the Citizen Data Trust under the Consent Ledger.

7.4 Program Catalog (what we will actually do)

Eighteen implementation-ready programs operate this chapter. Each has its own one-page program design sheet in Vol III Appendix H with cost band, KPIs, owning agency, named risk controls, and dependencies.

The eight Vol I anti-capture safeguards apply by reference to every program above. Program-specific safeguards (sample integrity, mid-day meal procurement, scholarship targeting, etc.) live in the individual sheets.

7.4.1 Public-space learning surfaces

Karnataka already owns a vast public-space inventory; the Learning State activates it. Four surface categories are committed in the v1 design.

7.4.2 Karnataka Public Broadcaster (KPB)

A dedicated state-funded public broadcaster, modelled on independent public-service-broadcasting traditions (BBC Trust, NHK Educational), whose entire programming mandate is educational content for citizens of every age and background. KPB transmits on television (free-to-air via DTH and cable, plus open streaming on JANATA app and YouTube), community radio (FM partnership network across districts), and a YouTube channel with closed-captions in Kannada and English at minimum.

Content formats.

Editorial independence and governance. KPB is funded by the state but governed at arms-length from the elected government. (1) An independent Editorial Board of seven members serves staggered five-year terms: two senior academics nominated by a state university search committee, two civil-society members nominated by a multi-party Standing Committee of the Legislative Assembly, two senior journalists with at least fifteen years of editorial experience nominated by the Editors Guild, and one chair selected by the other six. No serving government official or politically active person is eligible. (2) The Director-General is appointed by the Editorial Board for a non-renewable five-year term; removable only by two-thirds Board vote on documented grounds. (3) No ruling-party promotional content, no government-of-the-day messaging beyond factual public-interest announcements (Vol II Ch 17 Media Integrity safeguards apply). (4) Annual budget published on Open Ledger (Vol I Ch 4 + Vol III App D). (5) Programming guidelines published; complaints handled through an independent ombudsperson. (6) Vol III App I Sec. I.4 mitigations apply to any KPB content that touches sensitive citizen data.

7.4.3 Continuous learning calendar

A state-wide published calendar of learning events surfaces every weekly recurring session (library workshops, park walking-talks, market skill demos) and every special event (visiting-expert lectures, community-knowledge sharing sessions, exhibition openings). The calendar lives on JANATA and on KPB. Anyone can search by location (ward / town / village), by topic, by age-group, by language. Free attendance is the default; ticketed exhibitions or premium content are explicit exceptions disclosed upfront. Local self-government bodies (Gram Panchayat, ward committee, urban local body) propose their own additions, which are published on the same calendar after a light moderation pass for accuracy.

7.4.4 Lifelong-learner role-card in JANATA

Per Vol III Ch 22 Sec. 22.0a, every citizen has a Learner role-card in JANATA — automatic, not opt-in. Surfaces: KPB content recommendations personalised to interest, language, and age; the local Learning State calendar filtered to events within a chosen radius; self-directed learning tracking for citizens who choose to log progress (completely optional, private by default); skill-credential record for vocational courses completed through state-recognised programmes. Actions: enrol in a course, register for an event, request a topic for KPB or a local library, give feedback on attended events.

7.4.5 Anti-capture safeguards specific to the Learning State

7.4.6 The campus build — district + taluk museum and information-centre network

The Learning State needs permanent physical campuses, not only activated public spaces. Karnataka commits to a state-wide museum and information-centre network with a two-tier design — large themed museums at the district level, small thematic museums and information centres at the taluk level. The intent is to ensure that no citizen of Karnataka lives more than one taluk away from a working educational campus.

District-level themed museums. Karnataka has thirty-one districts. The campus build assigns one themed museum to each district, with no theme duplicated. This forces specialisation, raises the quality of each museum, and gives citizens a reason to travel across the state. Suggested themes (final assignment after a state-wide consultation in Year 1) span science and technology, natural history, agricultural innovation, healthcare and medicine, art and visual culture, music and performing arts, literature and language, history and archaeology, textiles and crafts, food and culinary heritage, sports and games, cinema and broadcasting, architecture and built environment, ecology and forests, water and rivers, energy and industry, transportation and mobility, women’s history, dalit history, tribal heritage, journalism and free speech, constitutional democracy, mathematics and computing, astronomy and space, oceanography and marine life, and others identified through consultation. Each district museum is built to international standards — permanent collection, rotating exhibitions, education programmes for school groups and adult learners, in-house research and publication, free entry for residents of the district, nominal entry for visitors with concessions for students, seniors, and Below-Poverty-Line cardholders.

Taluk-level small museums + information centres. Karnataka has roughly two-hundred-thirty-one taluks. Each taluk gets two anchor information centres committed in the v1 build — an agricultural information centre (linked to the Farmer role-card in JANATA, with soil-test reference samples, model-farm exhibits, weather and crop-cycle information, scheme application support, KrishiVikas Kendra integration) and a medical / public-health information centre (linked to the Patient and Caregiver role-cards, with preventive-health exhibits, immunisation calendar, nearest-PHC information, scheme application support, ASHA-worker coordination). In addition to these two anchors, each taluk identifies one to three small thematic museums based on local context — for example a taluk with strong silk-weaving tradition gets a textile museum, a taluk with archaeological sites gets a heritage interpretation centre, a coastal taluk gets a fisheries museum. Theme selection is local, proposed by the Gram Panchayat / Taluk Panchayat with citizen consultation, approved by the District-level Learning State Committee. Funding follows the formula in Sec. 7.5 with central-scheme co-financing where applicable (Sec. J.5.3).

Visit-record system — citizen-owned, opt-in detail, privacy-preserving. Every visit to every campus in the network is recorded — but with discipline. The system has two layers. Layer one is anonymous aggregate footfall — counted at the entrance for every visitor, used only for public statistics (footfall per museum, peak hours, demographic mix at the broadest level). Layer two is the citizen-owned learning record — citizens who choose to scan their JANATA Learner role-card at entry get a personal visit history they can see in the app, optional badges and learning-credentials for sustained engagement, recommendations for related museums and KPB content based on their interests. The personal record is opt-in, private to the citizen by default, never used for behavioural targeting, never shared with third parties, deletable by the citizen at any time per Vol I Ch 6 Citizen Data Trust and Vol III App I Sec. I.4 mitigations. A citizen who prefers complete anonymity passes through the footfall counter without scanning — same access, no personal record. The Citizen Data Trust ombudsperson audits the system annually and publishes a public-report card.

Build timeline (5-year plan within 10-year horizon). What this elected term delivers (Years 1–5): all 231 taluk anchor information centres (agricultural + medical) operational by Year 5 — priority because they double as scheme-access points and depend on existing public-building refurbishment rather than new construction; the first cohort of 10–12 district museums fully operational by Year 5 (one in each of the largest-population districts and one in each major regional cluster); design and foundation work for the remaining 19–21 district museums complete; Karnataka Museum Network Authority statutorily established and funded through Year 10 (Sec. 7.4). What the next 5 years complete (Years 5–10): remaining 19–21 district museums opened; 400–500 local thematic taluk museums opened in batches based on local proposals; full network at steady state by Year 10.

7.4.7 District Higher Education Campus (DHEC) network — formal advanced education across the state

Beyond museums and lifelong-learning surfaces, formal advanced education needs its own state-wide infrastructure. Karnataka commits to one District Higher Education Campus (DHEC) per district — thirty-one campuses in total — offering all major Master’s-level disciplines with advanced-technology laboratories integrated as a default rather than as a specialised add-on. The goal is simple: no Karnataka student should need to leave their district (or, at minimum, leave their region of the state) to pursue a quality Master’s programme in any major discipline.

Programme catalogue. Each DHEC offers a baseline catalogue across all major Master’s streams. M.Tech in core engineering branches (Computer Science, Electronics, Mechanical, Civil, Chemical) plus AI / Machine Learning, Data Science, Robotics, Cybersecurity, Additive Manufacturing, Biomedical Engineering. M.Sc in physical sciences, life sciences, mathematics, statistics, environmental science, public health, and a Karnataka-specific Master’s in Climate + Water Resources. M.A. in humanities and social sciences — economics, sociology, political science, history, literature, linguistics, psychology, anthropology, philosophy, Kannada studies. M.B.A. and M.Com. M.S.W. and M.A. Education. M.Arch., M.Des., M.F.A. M.Pharm. and other specialised streams as feasible. The catalogue is uniform across districts in scope — every discipline available somewhere within commutable distance — with each campus also developing two or three flagship disciplines aligned to its district’s economic context (e.g., DHEC Mysuru flagships M.A. Linguistics + M.Des. Heritage; DHEC Hubballi flagships M.Tech Manufacturing Engineering + M.B.A. Logistics; DHEC Mangaluru flagships M.Sc Marine Science + M.S.W. Coastal Communities; DHEC Bengaluru Urban flagships M.Tech AI + M.Sc Quantum Computing).

Advanced-technology laboratories as default. Every DHEC ships with a baseline set of advanced-technology facilities, regardless of district size or flagship specialisation: an AI / ML laboratory with GPU compute resources; a robotics and mechatronics lab; a biotechnology and genomics lab; a high-performance computing cluster; an additive manufacturing (3D printing) workshop; an IoT and sensor-systems lab; a VR / AR / extended-reality lab; a cybersecurity range; a renewable-energy and clean-tech lab; a drone and aerospace lab where land permits. These facilities are not gated behind specific programmes — any DHEC student in any discipline can book lab time. Each facility has full-time technical staff (not contract, not part-time) and an annual equipment-refresh budget published on the Open Ledger (Vol I Ch 4 + Vol III App D).

Faculty and research model. Faculty are recruited through a transparent open-search process administered by a faculty-search committee with internal and external members; vacancies are published on JANATA; selection is on merit with no preference for incumbent state-PSU staff or local-political referrals. Salary scales match or exceed the national UGC / AICTE norms with district-cost-of-living adjustment. Research output is published open-access where possible; grant management goes through the same procurement transparency rules as the rest of the state (Vol III App C). PhD programmes follow at every DHEC by Year 5; the early years focus on Master’s programmes.

Affordability and access. Tuition for residents of the district is heavily subsidised (target: ≤25% of the cost-recovery price, with full hardship waivers available); residents of other Karnataka districts pay a moderate fee; out-of-state and international students pay full cost-recovery. Scholarship and stipend programmes for SC/ST/OBC, women, persons with disabilities, and below-poverty-line students follow Vol II Ch 16 (Inclusive Governance) and Vol II Ch 18 (Equity Beyond Access). On-campus hostels with separate-gender accommodation, kitchen and dining, library hours covering evenings and weekends, safety and grievance mechanisms per Vol II Ch 16.

Industry, community, and Learning State linkages. Each DHEC has a Translation Centre that connects faculty research to local industry, agriculture, healthcare, and community problems — jointly funded by the campus and the district government; outcomes published on JANATA. Every student completes a Community Practicum (one full semester) working on a real local problem with a Gram Panchayat, urban local body, hospital, school, Self-Help-Group federation, or social enterprise. DHEC campuses also host KPB content production teams (Sec. 7.4.2), district museum curatorial fellowships (Sec. 7.4.6), and act as anchor venues for the continuous learning calendar (Sec. 7.4.3) — meaning a DHEC is not a walled-off institution but a node in the wider Learning State.

Build timeline (5-year plan within 10-year horizon). What this elected term delivers (Years 1–5): site selection for the first cohort of 10–12 DHEC campuses (priority to districts without an existing state university or major engineering / arts college); the Karnataka Higher Education Network Authority statutorily established and funded through Year 10 (Sec. 7.4); baseline programme catalogue and lab specifications published; first cohort of 10–12 DHEC campuses operational by Year 5 with core Master’s programmes and Phase 1 advanced-technology labs; site selection and groundwork complete for the remaining 19–21 districts. What the next 5 years complete (Years 5–10): cohort 2 (~12 campuses opened in Years 6–8) and cohort 3 (~7–9 campuses opened in Years 8–10); full lab build-outs at every campus; first PhD cohorts admitted across the network; faculty hiring at steady state. All 31 DHEC campuses operational by Year 10.

7.4.8 Karnataka Apex Institute (KAI) — one state-flagship campus, frontier technology, practice with the state

Above the 31 District Higher Education Campuses sits a single state-flagship institution — the Karnataka Apex Institute (KAI; working name, final naming via the public process in Sec. 7.4.6 safeguards). One campus for the whole state, designed to host (a) Karnataka’s most advanced technology infrastructure, (b) practice-based mastery programmes where students work on real state-government problems alongside their coursework, and (c) a permanent partnership with the state government to translate research into policy and policy questions into research. KAI is to Karnataka what an IIT or IISc is at the national level — except its founding purpose is the practical improvement of the state and its people, not standalone academic prestige.

One campus, one purpose. Not a network. Not a federation. One physical campus — large, dense, residential — designed for high collaboration density and intensive interaction between students, faculty, government partners, and visiting practitioners. Site selection follows the same criteria-based public process as the DHEC build (Sec. 7.4.7), with weighting on proximity to state-government decision centres so government-collaboration practicums are feasible day-to-day, land availability for future expansion, transit and air connectivity, and resilience to flooding and other climate risks.

Frontier technology — beyond the DHEC baseline. Where DHEC labs (Sec. 7.4.7) cover the standard advanced toolkit, KAI hosts the frontier: large-scale GPU compute and on-campus AI training infrastructure, a quantum computing experimental lab with university partnerships, an advanced bio-fabrication and synthetic-biology suite, an autonomous-systems testbed including drones and ground robotics, a semiconductor design and small-scale fabrication facility for prototyping, a neuroscience and brain-computer-interface lab, a space-systems integration lab, climate-modelling supercomputing capacity, an advanced materials and nanotechnology lab, and a dedicated cybersecurity research range. The KAI lab catalogue is reviewed and refreshed every two years against the global frontier; equipment-refresh budget published on Open Ledger and benchmarked against IIT-class institutions and leading global universities.

Mastery through real-world practice — ’master-while-you-solve’. KAI’s pedagogical signature is that every student is admitted to a discipline (Master’s or PhD) AND assigned to a real Karnataka state-government problem from day one. The student spends roughly 40 percent of their time on coursework and faculty-led research, 40 percent on the assigned government problem (with a public-sector mentor), and 20 percent on cross-disciplinary collaboration with students from other disciplines on the same or adjacent problems. Problems are sourced from the Problem Pipeline (below) and from the issues flagged on the citizen-problem dashboard and Open Ledger. A KAI Master’s degree is awarded only when both the academic requirements and the practical-impact requirements are met; the practical-impact requirement is assessed by a panel that includes the relevant government partner alongside academic examiners.

The state-government partnership — institutionally permanent, day-of-day operational. KAI operates a formal partnership with the state government, institutionally distinct from the elected government of the day and structured to outlast political cycles. The partnership has three operating arms. (1) A Problem Pipeline that takes department-level problems (from any state department or PSU) and translates them into research-grade problem statements with KAI faculty and the relevant department secretariat; published catalogue on JANATA; any citizen can also propose a problem for consideration. (2) A Practice Faculty stream — senior state-government practitioners (retired or seconded IAS / KAS officers, domain experts, civil-society professionals) hold joint appointments at KAI, teach practitioner-track courses, and supervise practicum students. (3) A Policy Translation Office that takes KAI research output and prepares accessible briefs for state departments, the Legislative Assembly, the press, and the public via KPB and JANATA. All Problem-Pipeline contracts, Practice-Faculty appointments, and Policy-Translation outputs are published on the Open Ledger; partnership governance sits with an independent oversight committee separate from both KAI and the government of the day.

Faculty. KAI faculty are recruited globally; selection is on merit; salary band exceeds the DHEC band so KAI can compete for top Indian and international researchers. A core 60 percent of faculty are full-time KAI faculty; up to 30 percent are joint appointments with DHEC campuses so KAI strengthens the DHEC network rather than draining it; up to 10 percent are Practice Faculty. Faculty conflict-of-interest register published; equity stakes in companies that benefit from KAI research must be disclosed in advance and the faculty member recused from related institutional decisions.

Affordability and access. Admission is purely on merit through a published assessment. Tuition is fully subsidised for Karnataka residents in the bottom 50 percent of the household income distribution; standard subsidised for other Karnataka residents; full cost-recovery for out-of-state and international students. Stipends cover living costs for all admitted students so no student is excluded by financial hardship. On-campus hostels, food, library, mental-health support, and grievance mechanisms per Vol II Ch 16 (Inclusive Governance) standards.

Build timeline (5-year plan within 10-year horizon). What this elected term delivers (Years 1–5): site selection and master-plan in Year 1; statutory establishment of KAI via Karnataka State legislation (Sec. 7.4) so the institution outlives any electoral cycle; international advisory panel constituted; partnership architecture with state government locked; founding faculty cluster (~20 hires) recruited globally; public consultation on the institute’s final name; construction Phase 1 (core academic buildings + first lab clusters + initial hostels) complete by Year 4; founding student cohort (~150–300) admitted in Year 4 or Year 5; Problem Pipeline opens with state-government departments. What the next 5 years complete (Years 5–10): construction Phase 2 (full frontier-lab build-out + remaining hostels + cultural and recreational spaces); cohort expansion to ~2,000–3,000 students; first PhD admissions across all disciplines; Policy Translation Office at steady state. KAI competes with IIT-class institutions on selected disciplines by Year 10.

7.4.9 Mandatory community-service hours — tied to school and college credit

Every Karnataka student from class eight onwards completes mandatory community-service hours tied to academic credit. The framework is structured like the National Service Scheme but mandatory and universal — no opt-out, no parallel non-participating track. At the school level (class eight through twelve), approximately forty hours per academic year. At the higher-education level (DHEC and KAI campuses, plus all state-funded colleges), a full Community Practicum semester (one semester of credit) is required for graduation, with the practicum slot scheduled in the fourth or fifth semester of the programme.

Approved activities — broad menu, civic value baseline

Approved activities include: (1) participation in the Deep Clean Programme cleaning campaigns (Vol II Ch 9 Sec. 9.6.5) when the student’s town or village hosts a window; (2) teaching support in local public libraries and Karnataka Public Broadcaster (KPB) community programming (Sec. 7.4.1 and Sec. 7.4.2); (3) field assistance at district + taluk museums during exhibits and citizen programmes (Sec. 7.4.6); (4) shadowing assignments at the local Gram Panchayat or urban local body administrative office; (5) environmental restoration work (lake clean-ups, plantation drives) with the relevant district environment cell; (6) sanitation worker shadow days that build cross-class understanding while respecting worker dignity (Vol II Ch 16 + Ch 18 protections apply); (7) Project Delivery Cadre apprentice assignments where age-appropriate. New activity categories require approval by the relevant academic council; categories cannot be politically directed by any government of the day.

Implementation discipline — no token participation, no caste-based assignment

Each student carries a Community Service Log visible on their JANATA Lifelong-learner role-card (Sec. 7.4.4). The log captures hours, activity, location, supervisor sign-off, and a student reflection note. Activity selection is the student’s choice from the published menu — there is no caste-based assignment of activity types (no automatic routing of any caste-group to sanitation-related work, or any other historically stigmatised category). Annual third-party audit verifies no token participation and no patterns of activity bias by caste, gender, or income.

Anti-capture safeguards specific to community-service hours

No political-party participation as an approved activity — community service cannot be redirected into party work for any government of the day. Activity supervisors are not government employees with promotion stakes in producing favourable student reports. Open Ledger publishes aggregate participation patterns by district and activity category but never individual student records (consistent with Citizen Data Trust, Vol I Ch 6).

7.4.10 Civic-sense module — anchored to the Environmental Crime Act and the Public Dustbin Network

The Karnataka civic-sense module runs through every layer of the Learning State and anchors to the Environmental Crime Act (Vol II Ch 11) and the Public Dustbin Network (Vol II Ch 9 Sec. 9.6.11). The intent is generational behaviour change — citizens grow up understanding their responsibilities in shared spaces, so that enforcement is the fallback, not the front line.

Karnataka Public Broadcaster runs a continuous civic-sense series across all formats and ages — animations for children showing right and wrong use of public spaces, short stories around dustbin use and reporting environmental harm, interviews with sanitation workers and citizens who’ve maintained public spaces, real-life examples of civic action.

Mandatory community-service hours (Sec. 7.4.9) include environmental-clean activities as approved options — picking up litter at scheduled cleanups, supporting Dustbin Network installs during city Deep Clean windows (Vol II Ch 9 Sec. 9.6.5), assisting sanitation workers (with the caste-stigma protections in Vol II Ch 16 + Vol II Ch 18 applied).

Formal-school curriculum from class 5 onwards gains a civic-responsibility module that extends the existing Foundational Literacy + Numeracy + civic-literacy framework. The module covers public-space ethics, dustbin segregation, environmental crime + consequences, citizen-reporting through JANATA, and the relationship between rights and responsibilities.

Public-space signage at every dustbin and every public-space entry surfaces the relevant rule in plain language with the local Karnataka symbols. Signage is bilingual (English + Kannada) as the manifesto default, with regional minority-language additions where relevant.

7.4.11 Mandatory school and college cleaning — students clean their own institution

Karnataka makes school and college cleaning the daily responsibility of the students who study there. Every government school and every state-funded college schedules a daily cleaning window — typically 20-30 minutes at the end of the academic day — during which students clean their own classrooms, corridors, washrooms, playgrounds, and shared spaces. The principle: your school is your space; cleaning it is part of learning to be a citizen, not a service contracted out to someone else. The rationale draws on long-standing school-cleaning traditions in countries where students cleaning their own schools is a cornerstone of civic education. It teaches the dignity of labour, breaks the assumption that cleaning is someone else’s caste-bound responsibility, and produces visibly cleaner schools at near-zero marginal cost.

Rotation and supervision. Cleaning is scheduled on a published roster — every student participates equally regardless of background, gender, caste, religion, or academic stream. Rosters rotate so no single group repeatedly draws the heaviest or least pleasant tasks. Teachers supervise. In small schools, existing teachers handle supervision as part of their regular workload — cleaning supervision is written into the teacher service rules. In larger schools and in colleges, a dedicated Sanitation & Lifestyle Educator cadre anchors the programme — teachers trained in hygiene, sanitation science, waste segregation, dignity-of-labour pedagogy, and the public-health dimensions of student well-being. This cadre is part of the Teacher Professional Cadre (Vol I Ch 5) and recruited through the same transparent process; it is not a contracted role.

No caste-based assignment. Assignment is by published roster only. No task is reserved for any particular group. Toilet cleaning is on the roster like every other task and is shared by everyone, including children of officials and senior administrators. This is non-negotiable. Violations route to the Grievance Justice Authority (Vol I Ch 6) and are tracked on the School Quality Index (Sec. 7.5). Caste-based assignment is a disqualifying disciplinary matter for school management.

Connection to the Learning State. This programme runs in parallel with the civic-sense module (Sec. 7.4.10) and the mandatory community-service hours (Sec. 7.4.9). Together they make civic responsibility, hygiene, and care for shared public spaces part of every student’s daily practice — the school is the first public space a child encounters, and the habits formed there carry into every other public space (Vol II Ch 9 Sec. 9.6.5 Deep Clean Programme; Vol II Ch 9 Sec. 9.6.10 Public Dustbin Network; Vol II Ch 11 Karnataka Environmental Crime Act). Sanitation & Lifestyle Educators also lead the formal civic-sense curriculum module from class 5 onwards.

The Learning State commitments above are too large to fit honestly inside a single five-year elected term. A KPB built to BBC-trust standards, 31 DHEC campuses with frontier labs, the KAI flagship, 31 themed district museums, 231 taluk anchor centres, 400–500 local thematic museums, and 7,000 upgraded community-library hubs cannot all open by Year 5 — and any manifesto that claims otherwise is not telling the truth. The People’s Model commits to a 10-year build delivered in two halves with one elected-term boundary in the middle, and to a statutory architecture that ensures the second half is not optional for any successor government.

Durability mechanisms — ensuring the second 5 years happen regardless of who wins the next election. A 10-year build inside a 5-year term boundary is only credible if the institutional architecture survives change of government. Six mechanisms make the second half non-optional.

Citizen surface — JANATA role view

Per Vol III Ch 22 Sec. 22.0a, every Education-sector interaction is reachable through JANATA role-cards. Three role-cards anchor this chapter and ship in the v1 launch set.

Student role-card. Surfaces: attendance record, exam timetable + results, scholarship status + payouts, school transparency dashboard (per Sec. 7.6 / Sec. 7.7), fee structure with itemised line items, library + lab resource availability. Actions: scholarship application, exam re-evaluation request, school-transfer request, grievance against any case. How this works: every action has its plain-language explainer per the Service Charter format (Vol I Sec. 3.3).

Parent role-card. Surfaces: same data for each enrolled child (one card per child stacked), parent-teacher meeting schedule, School Management Committee meeting calendar + minutes, FLN reading-level reports for primary-school children, school’s per-student spending vs district median.

Teacher role-card. Surfaces: classroom roster, salary slips with deductions, professional-development credit balance, transfer status + transfer-rule explainer, in-service training calendar. Actions: leave application, training enrolment, transfer request.

7.8 Governance, Audit, and Cryptographic Floor

Every transaction this chapter authors is anchored on the Karnataka State Service Log (KSSL). The architectural commitment is recursive: every operating record, every entitlement issuance, every service delivery, every grievance escalation, and every payment milestone in the chapter’s programmes carries a KSSL anchor that any party can independently re-derive. The Karnataka Citizen Data Trust governs every personal-data flow under purpose-bound, time-bound, revocable consent. A future government can change policy; it cannot quietly substitute the record of what was done before — because the record is anchored mathematically, witnessed by independent parties, and verifiable by any resident with an internet connection.

The Civil-society Independent Audit Board runs annual audits on the chapter’s flagship programmes, publishing both success cases and failure modes. Audit Board funding is ring-fenced from departmental and political control via statutory appropriation. The Cybersecurity Operations Centre (CSOC) monitors the chapter’s IT systems with compel-patching authority and continuous red-team exercises. Verifier-node operators (Vol I Ch 2) can independently re-derive KSSL anchors for the chapter’s transactions, audit dataset publication cadence on the Karnataka Open Data Portal, and verify citizen receipts at scale, giving press, journalists, civil-society organisations, and citizen-science groups the structural ability to detect retroactive tampering or selective non-publication. The State Equity Commission (Vol II Ch 18) holds parallel structural oversight authority on outcome-gap analysis across the chapter’s deliveries.
