The People’s Model
A governance platform for Karnataka — built around five non-negotiable commitments, delivered over a ten-year horizon.
Founding principle. We do not believe in power. We believe in responsibilities. Every position in this party — from booth volunteer to elected representative — is a responsibility taken on, not a power claimed. Karnataka does not suffer from a lack of laws or schemes. It suffers from weak execution, opaque spending, and low trust. The People’s Model treats government like an operating system, not a speech: every promise becomes a measurable outcome with a named owner, a published timeline, and visible evidence.
The five non-negotiable commitments
1. A single state operating spine One identity, one service registry, one citizen case file, one Open Ledger, one grievance system — so every interaction with the state is traceable from request to resolution.
2. Outcome budgeting and open contracting Every rupee tagged to a measurable outcome. Every contract published on the Open Contracting Data Standard. Every payment tied to milestone evidence that any resident can inspect.
3. State capacity over contractor dependency A Project Delivery Cadre and a Government Works & Manufacturing Ecosystem that bring core engineering, maintenance, and essential manufacturing back in-house where markets demonstrably fail.
4. A 24/7 governance engine Mission Control rooms, published Service Charters for the top 100 citizen services, automatic escalation when deadlines slip, and citizen ratings that trigger audits — not vanity dashboards.
5. Digital rights as default A Citizen Data Trust that gives residents ownership of their data, a published AI-use register for every government system, and a Grievance Justice Authority with statutory teeth.
How it is delivered — ten years, three phases
Foundations — 0 to 100 days, Year 1 Service charters published for the top 100 services; Open Ledger pilot in 5 departments and 5 districts; Project Delivery Cadre design released; Mission Control room operative.
Build-out — Years 2 to 5 Case-file workflows in every department; outcome budgeting across all capital works; first manufacturing units commissioned; bilingual citizen app at scale.
Consolidation — Years 5 to 10 A high-trust state — fast services, low leakage, predictable delivery; Citizen Data Trust operational; AI-use register binding.
