Glossary of Acronyms and Institutions

One-page reference for every Karnataka-specific institution, framework, and acronym used in the manifesto.

Where this glossary sits

The 23-chapter manifesto names many Karnataka-specific institutions, programmes, and frameworks. This glossary is a one-page reference so a first-time reader can land on any chapter and follow what is being referred to without back-paging. Each entry gives the expansion, a one-line description, and the chapter where the term is defined in the body. Cross-references are to the v1.0 chapter set in chapters/v1.0/.

Architecture and Cryptographic Floor

KSSL — Karnataka State Service Log

The single mediation and logging layer that anchors every state transaction on a publicly verifiable append-only structure. Vol I Ch 2.

CSOC — Karnataka Cyber Security Operations Centre

Statutory body with 24/7 operations, compel-patching authority, and audit access independent of the executive. Vol II Ch 15.

KDT — Karnataka Digital Twin

State-wide geospatial digital twin covering road networks, habitations, utility crossings, and building footprints. Vol II Ch 9.

KDTA — Karnataka Digital Twin Authority

Statutory body that operates and audits the KDT.

OCDS — Open Contracting Data Standard

International data standard for publishing procurement contracting; the Karnataka Open Ledger is OCDS-aligned. Vol I Ch 2 / Ch 4.

HSM — Hardware Security Module

State-operated cryptographic hardware fleet supporting KSSL signing, post-quantum primitives, and threshold-cryptography quorum operations. Vol II Ch 15.

PQC — Post-Quantum Cryptography

Quantum-safe cryptography. The state’s commitment: hybrid by default on all new builds from Day 1. Vol II Ch 15.

SBOM — Software Bill of Materials

Documentation of every dependency by version, source, and known vulnerability status for every commissioned system. Vol II Ch 15.

DPI — Digital Public Infrastructure

Shared digital substrate (identity, payments, signing, storage) used across departments. Aadhaar, UPI, DigiLocker, Account Aggregator. Vol II Ch 15.

UPI — Unified Payments Interface

National payments infrastructure used by state payment flows.

API — Application Programming Interface

Machine-readable interface to data and services.

Citizen-facing Surfaces and Public Bodies

JANATA — JANATA People’s App

The citizen-facing front door to the state. One of four front doors — with the Officer Console, Business Portal, and Civil Society Interface. Vol III Ch 22.

KPB — Karnataka Public Broadcaster

Statutorily independent public-service broadcaster on the BBC Trust / NHK Educational model. Civic, educational, and cultural content; no commercial advertising and no ruling-party promotional content. Vol II Ch 7 / Ch 17.

GBA — Greater Bengaluru Authority. The apex urban body for Bengaluru under the Greater Bengaluru Governance Act 2024, which replaced BBMP on 2 September 2025. Bengaluru is now administered through the GBA and five city corporations — Bengaluru North, South, East, West and Central. BBMP — Bruhat Bengaluru Mahanagara Palike, the single municipal corporation that governed Bengaluru from 2007 until September 2025

BESCOM — Bangalore Electricity Supply Company (the company retains its pre-2014 legal name; the city was renamed Bengaluru)

Bengaluru electricity distribution utility.

GJA — Grievance Justice Authority

Statutory body under the Karnataka Grievance Justice Authority Act; the L4 backstop in the L0–L4 escalation ladder. Vol I Ch 6 / Vol II Ch 12.

Agriculture and Rural Institutions

KAIA — Karnataka Agriculture Integration Architecture

Integrated demand-supply matching system for Karnataka agriculture. Vol II Ch 10 Sec. 10.8.

KFDA — Karnataka Food Demand Authority

Statutory body publishing 3 / 6 / 12-month food-demand forecasts at district-and-crop granularity. Vol II Ch 10.

KCIF — Karnataka Crop Insurance Fund

State-operated parametric crop insurance for slot-booked farmers; no claim form, auto-trigger on weather or yield threshold. Vol II Ch 10.

KAEC — Karnataka Agricultural Extension Cadre

Permanent district-and-block extension service delivering monthly farmer visits and field coaching. Vol II Ch 10.

KSAMB — Karnataka State Agricultural Marketing Board

Modernised state mandi system with electronic auctions, transparent price discovery, and the floor-price offtake mechanism. Vol II Ch 10.

CHC — Custom Hiring Centre

Block-level booking of tractors, harvesters, pump-sets at published per-hour rates. Vol II Ch 10 / Ch 13.

FPO — Farmer Producer Organisation

Farmer cooperative for aggregation, market linkage, and shared-input procurement. Vol II Ch 10.

SHG — Self-Help Group

Women-led savings + livelihood group; one of the role-cards in JANATA. Vol II Ch 10 / Ch 18.

RTC — Record of Rights, Tenancy and Crops (Pahani)

Karnataka land-records system; the source of land linkage in the Farmer role-card.

MSP — Minimum Support Price

Central-government floor procurement price; complements the Karnataka floor-price guarantee for slot-booked farmers.

MGNREGA — Mahatma Gandhi National Rural Employment Guarantee Act

Central rural employment guarantee scheme; wage payment lag is a chapter KPI. Vol II Ch 13.

Health Institutions

UMRS — Universal Medical Record System

Citizen-controlled health record on the operating spine. Vol II Ch 8.

KUHE — Karnataka Universal Health Entitlement

Karnataka’s universal health coverage. Vol II Ch 8.

CCF — Catastrophic Care Fund

State-operated fund covering unforeseen serious illness up to a published cap. Vol II Ch 8.

KHPA — Karnataka Health Policy Authority

Statutory body coordinating Karnataka health-policy operations. Vol II Ch 8.

KPHDA — Karnataka Public Health Delivery Architecture

End-to-end public-health delivery architecture. Vol II Ch 8 Sec. 8.9.

KHFA — Karnataka Health Finance Authority

Statutory body managing health-system finance flows. Vol II Ch 8.

KHRA — Karnataka Health Records Authority

Statutory body governing UMRS records and the Consent Ledger’s health surface. Vol II Ch 8.

KPHA — Karnataka Public Health Authority

Statutory body running disease-surveillance and public-health programmes. Vol II Ch 8.

KDCDN — Karnataka Disease Control and Data Network

Real-time disease-surveillance and response network. Vol II Ch 8.

PHC — Primary Health Centre

Lowest-tier public health facility; entry point in KUHE.

ASHA — Accredited Social Health Activist

Frontline community health worker.

ANM — Auxiliary Nurse Midwife

Frontline maternal and child health worker.

FHT — Family Health Team

Multi-disciplinary primary care team.

PMJAY — Pradhan Mantri Jan Arogya Yojana

Central health insurance scheme; complements KUHE.

NHM — National Health Mission

Central umbrella mission for state-level health programming.

PPE — Personal Protective Equipment

Protective gear for sanitation workers, health workers, frontline staff.

Education and Learning State

KAI — Karnataka Apex Institute

Apex residential-research institute; one of two senior pillars of the Learning State. Vol II Ch 7 Sec. 7.4.8.

DHEC — District Higher Education Campus

31 district-level higher-education campuses; second senior pillar of the Learning State. Vol II Ch 7 Sec. 7.4.7.

FLN — Foundational Literacy and Numeracy

Class 1–3 reading-and-arithmetic competency; a Vol II Ch 7 KPI.

OBC — Other Backward Classes

Constitutional category for backward-class affirmative action.

Justice, Police, Surveillance, and Custody

FIR — First Information Report

Police case-registration document; the starting point of the criminal-case lifecycle. Vol II Ch 12.

CCTV — Closed-Circuit Television

Public-space surveillance under the CCTV Code of Practice Act. Vol II Ch 9 Sec. 9.6.8.

ANPR — Automatic Number Plate Recognition

Vehicle-plate-reading sensors on transit infrastructure; subject to the same custody-transfer rule as CCTV.

DNA — Deoxyribonucleic Acid forensic typing

District forensic capacity for DNA-based evidence. Vol II Ch 12.

RFID — Radio-Frequency Identification

Identification tags used in transit, asset tracking, public toilets.

UDID — Unique Disability ID

Central disability registration; Karnataka outreach closes the registration gap. Vol II Ch 16.

Public Administration and Frameworks

SLA — Service-Level Agreement

Published target time for a service step; binding under the Service Charter. Vol I Ch 3.

KPI — Key Performance Indicator

Headline measurable outcome metric; each chapter publishes six headline KPIs.

RTI — Right to Information

Central RTI Act; Karnataka’s proactive-disclosure architecture aims to render most RTI requests redundant. Vol II Ch 17.

SOP — Standard Operating Procedure

Departmental delivery procedure; published under Vol III App B.

GSDP — Gross State Domestic Product

Karnataka’s annual economic output.

MLA — Member of the Legislative Assembly

Karnataka State Legislative Assembly representative.

MSME — Micro, Small and Medium Enterprises

Statutorily defined enterprise category; central in the rural-jobs and innovation pathways.

PSU — Public Sector Undertaking

Government-owned enterprise; an anchor apprenticeship provider in the Karnataka Apprenticeship Guarantee. Vol II Ch 14.

SOC — Security Operations Centre

Generic term; in Karnataka context refers to CSOC.

CAPEX — Capital Expenditure

Construction, equipment, and asset-buildout outlay.

OPEX — Operating Expenditure

Recurring operations and maintenance outlay.

SRE — Site Reliability Engineering

Discipline for operating large-scale software systems; the SRE cadre is part of the Project Delivery Cadre. Vol I Ch 5.

SMS — Short Message Service

Mobile text-message channel used for service notifications.

LED — Light-Emitting Diode

Used in streetlight retrofit and energy-efficiency programmes.

GIS — Geographic Information System

Geospatial data infrastructure used for District Climate Risk Plans and the Karnataka Digital Twin.

Procurement and Finance Frameworks

KTPP — Karnataka Transparency in Public Procurements Act

Karnataka’s statutory procurement transparency framework. Vol I Ch 4.

KPPP — Karnataka Public-Private Partnership Authority

Statutory body governing PPP project structuring and oversight. Vol I Ch 4.

External Reference Bodies

BBC — British Broadcasting Corporation

The BBC Trust model is one of two reference points for the KPB structure.

NHK — Nippon Hōsō Kyōkai

Japan’s public broadcaster; the NHK Educational model is the second KPB reference.

IIT — Indian Institute of Technology

Central technology research institutes; reference points for KAI and DHEC academic standards.

ISI — Indian Statistical Institute

Reference for analytical research capacity and statistical-disclosure methodology.

BIS — Bureau of Indian Standards

Central standards body; reference for materials and construction standards in the Structural Rebuild Programme.

GPU — Graphics Processing Unit

Compute hardware used in AI research; relevant for the State AI Compute infrastructure under KAI.

RFP — Request for Proposal

Procurement-process document inviting bids.

PRS — PRS Legislative Research

External research organisation referenced for legislative-tracking practice.

DTH — Direct-to-Home satellite television

Free-to-air distribution channel for KPB.

For the operating architecture, start with Vol I Ch 2 (Operating System) and Vol I Ch 3 (Governance Engine). For a particular sector, the sectoral chapters in Vol II are self-contained.
