D.1 · The Fine-as-Purchase mechanism
The today-pattern that fails
Karnataka traffic police currently fine two-wheeler riders who are not wearing a helmet. The fine is paid; the rider continues their journey unprotected; the road-safety hazard is unchanged. The fine raises revenue for the state. It does not raise safety for the rider. Worse, a parallel gray market sells decorative non-protective helmets that satisfy the visual test of a traffic stop but offer no real impact protection — these are tolerated because the alternative (rigorous quality enforcement on consumer purchases) requires capacity the state does not currently deploy.
The Fine-as-Purchase replacement
The fine for riding without a BIS-certified helmet is set equal to the state-manufactured helmet’s cost plus a small fixed margin (currently ₹500 against a ₹450 unit cost). On payment of the fine, the rider receives a state-issued, BIS-certified helmet on the spot from stock held at the roadside outpost. The rider rides on protected. Net cost to the rider: the same as today’s fine. Net outcome:
- Safety equipment is in the rider’s possession, not theoretical.
- The state captures only the margin (~10%), which flows to the Road Safety & Trauma Care Fund.
- Non-approved helmets count as no helmet — the gray market loses its demand floor.
- Every stop without a helmet — including repeat offences — is treated the same: the Fine-as-Purchase mechanism applies, a fresh helmet is issued. The psychology is accumulation: a rider who is repeatedly stopped without wearing a helmet ends up with a stack of helmets at home. That visible accumulation, and the visible recurring expense, is the pressure that drives actual wearing behaviour over time. The mechanism does not punish more; it makes the unwise choice more visibly costly each time.
Operational stack
- Roadside outposts hold rolling stock of BIS-certified helmets in three sizes (S/M/L), replenished daily from district depots.
- Each fine receipt is paired with a helmet serial number on the Open Ledger. Stock-in / stock-out reconciles nightly.
- Every offence is treated identically. The Open Ledger records each fine + helmet pairing for the rider, building a visible record of repeated non-wearing. There is no separate “escalator” tier — the accumulation of helmets and recurring expense is itself the escalator, and is visible to the rider.
- The mechanism does not check prior ownership. Whether the rider owns ten helmets at home or none, the rule is the same: not wearing one at the stop triggers Fine-as-Purchase. No ownership database is required, no proof-of-prior-helmet check, no carve-outs. Simplicity is a feature — the rule is the same for every rider every time.
Honest reservations the chapter must address
- Distribution risk — outposts must always have stock. Out-of-stock means the rider is fined without a helmet — back to today’s problem. Replenishment SLA: 99% in-stock during operating hours, audited weekly.
- Coercion risk — a rider stopped on the way to a quick errand may resent being handed a helmet they did not seek. Mitigated by the small margin (the additional charge over today’s fine is small) and by the demonstrably safer ride.
- Equity risk — for the lowest-income riders, the recurring Fine-as-Purchase cost is a burden if they are repeatedly stopped. Mitigated by: (a) the small margin over actual helmet cost (the net additional charge above today’s fine is small); (b) the rider receives a tangible, safety-relevant good every time; (c) the very accumulation of helmets makes continued non-wearing behaviour increasingly irrational, so the mechanism is self-correcting for most riders within 2–3 stops.
D.2 · The State Manufacturing Catalog
Two operating models
All catalog items follow one of two operating models — each with its own demand source, pricing logic and margin destination.
Model A · Fine-as-Purchase (consumer-safety equipment)
Demand comes from regulatory non-compliance. Pricing: the fine equals cost + small margin. Margin flows to the relevant safety/care fund. Items in this family: S1 BIS-certified two-wheeler helmets (flagship, Road Safety & Trauma Care Fund); S2 reflective triangles + roadside breakdown safety kits for commercial vehicles (Road Safety & Trauma Care Fund); S3 fire extinguishers for shops, restaurants, and small commercial premises (Fire Safety & Emergency Response Fund); S4 construction-worker PPE — helmets + harnesses (Labour & Worker Safety Fund).
Model B · State-Supply (items the state itself buys for its operations)
Demand comes from state procurement (the Greater Bengaluru Authority and Bengaluru city corporations, other municipal corporations, panchayats, schools, hospitals, public works). Pricing: cost + small margin against current open-market unit cost. Margin flows back into a State Capacity Fund that pays for cadre training and worker upskilling. Items in this family: C1–C14 civic infrastructure (14 items — dustbins, LED fixtures, kerbstones, manhole covers, drain covers, bus shelters, benches, signage, speed breakers, reflectors, etc.); P1–P6 public-services equipment (6 items — school furniture, Anganwadi furniture, hospital basic furniture, modular public-toilet units, public-space exercise equipment, community water tanks); H1–H3 healthcare procurement (3 items — basic PPE, sanitary napkins, first-aid kits); E1–E3 sustainability items (3 items — composting bins, solar street-light assembly, vermicompost bins). Anti-capture: published unit cost, single-bid auto-flag, sunset criteria if private market becomes more cost-effective.
The catalog (first cohort)
Thirty items in five families. Each item is one factory (or small cluster of factories) at the district level — never centralised in Bengaluru. Employment dispersal is by design.
D.3 · Employment, dispersal and the local-factory model
Why not centralise?
A single mega-factory per item would be cheaper per unit. It would also concentrate employment in one taluk, destroy a chunk of the small-manufacturer ecosystem already operating, and make the supply chain brittle. The Catalog deliberately decentralises: each item runs across 4–8 small district-level facilities, each typically 20–60 workers, total catalog Y1 employment target around 6,000 direct jobs.
District dispersal — first allocation
Catalog factory allocation (first cohort)
- North Karnataka cluster (Kalaburagi · Vijayapura · Bidar · Yadgir): Civic infrastructure heavy items — kerbstones, drain covers, manhole covers, concrete bollards, water tanks. (Employment dispersal priority — see Vol II Ch 18.)
- Central cluster (Tumakuru · Davanagere · Ballari · Chitradurga): Helmet Programme (S1), construction-worker PPE (S4 — same injection-moulding line as S1 helmets), dustbins (C1), school furniture (P1), sanitary napkins (H2).
- Bengaluru region cluster (Bengaluru Rural · Ramanagara · Kolar): RFID tagging, LED assembly, sign printing, signage finishing, modular shelters, reflective triangles + breakdown safety kits (S2 — simple plastic + reflective sheeting assembly).
- Coastal cluster (Mangaluru · Udupi · Karwar): Composite materials, recycled-plastic furniture, solar assembly, hospital furniture.
- Southern Mysuru / Mandya / Hassan cluster: Specialised metallurgy (LED fixtures, ductile-iron manhole covers, GI poles), Anganwadi furniture, fire extinguishers (S3 — pressure-vessel manufacturing + welding lines).
- Hubballi-Dharwad / Belagavi cluster: Quality-assurance and BIS-test labs serving every cluster. Worker training centres for the cadre pipeline.
Cadre pipeline
Each factory is paired with an ITI or skill hub for trainee throughput. The State Manufacturing cadre has a published competency matrix, similar to App F (Project Delivery Cadre): floor operator, quality inspector, supervisor, plant manager. Annual intake target 1,500 trainees, Y5 cadre size ~10,000 workers across all facilities.
D.4 · Anti-capture safeguards
Same eight-safeguard pattern from Vol I Ch 1 Sec. 1.7, applied to manufacturing:
- Every unit cost published per item per quarter — like-for-like comparison across districts and contractors.
- Single-bid raw-material procurement auto-flagged (App C row T-01) — applies to factory input procurement too, not just output sale.
- Worker pay published in aggregate per facility — anti-exploitation and anti-ghost-employee.
- BIS certification renewal independently audited.
- Margin transfer to each fund (Road Safety, State Capacity, etc.) visible in real time on the dashboard.
- Sunset criteria: any item whose state-manufactured cost rises within 15% of the open-market cost triggers a 90-day review. If the gap closes, the facility is rolled into a different item rather than becoming a sheltered monopoly.
D.5 · Sequencing and falsification
Phase 0 (Days 1–100)
- S1 Helmet Programme launches under Fine-as-Purchase mechanism in Bengaluru, Mysuru, Mangaluru (3-city pilot).
- C1 (dustbins), C2 (LED fixtures), C4 (kerbstones) facility sites identified, retro-fit plans published.
Phase 1 (Year 1)
- S1 scales statewide. C1 / C2 / C4 / P1 / H1 facilities operational.
- Fine-as-Purchase model proven on Helmet; ready for S2 (commercial-vehicle breakdown kits), S3 (commercial fire extinguishers), and S4 (construction PPE) expansion.
Phase 2 (Years 2–3)
- Catalog completes — all 30 items in production. ~6,000 direct jobs.
- Cadre pipeline at 1,500 trainees/year throughput.
Falsification triggers
- Any item over 25% cost overrun against published unit cost at 90-day audit: item paused, root-cause published.
- Any factory failing BIS certification renewal: production halted, item temporarily sourced from market with public disclosure.
- Fine-as-Purchase model fails if stock-out rate at outposts exceeds 5% over any rolling 30 days: the mechanism is suspended for that district until stock chain is fixed.

What this expands Vol I Ch 5 (State Capacity) introduces the State Manufacturing thesis with the Helmet Programme as the only worked example. This addendum (a) re-frames the Helmet Programme as a Fine-as-Purchase delivery mechanism, not just a cost-reduction story, and (b) generalises the model into a State Manufacturing Catalog of ~30 items across Civic Infrastructure, Safety Equipment, Public-Services Equipment, Healthcare and Sustainability. Each item runs as a small-scale, district-dispersed factory that supplies state operations and creates local employment.

Why this allocation Two principles: (1) Items with high-volume bulk transport cost (dustbins, kerbstones, drain covers) are made closer to their use district to cut logistics. (2) Items requiring specialised assembly (LED fixtures, solar lights, modular shelters) cluster in districts with existing technical institutes (Hubballi-Dharwad, Mysuru, Mangaluru, Belagavi).
